Research On The Current Situation And Countermeasures Of Urban Community Pension Service In Yubei District Of Chongqing City

In order to earnestly and substantially implement the spirit of the 19 th CPC national congress and general secretary Xi Jinping's instructions on care and service for seniors,it is a livelihood project that China attaches great importance to actively responding to the aging of the population and accelerating the development of undertakings and industries for the elderly.With the development of social,economic and medical means,fertility decline,life expectancy increases,family structure changes,the aging degree is increasingly severe.The problem of aging population is becoming more and more prominent in our country,which has become a hot issue of people.Although chongqing Yubei District has made a lot of attempts and efforts in the elderly pension,the aging speed of Yubei District city is fast,the aging population is large,the aging degree is severe and other problems are obvious.The traditional pension model is dominated by independent pension and family pension,and supplemented by social pension.It has been unable to meet the growing and diversified personalized pension needs of the elderly,and the contradiction between supply and demand is prominent.Community pension service,with its convenient,flexible and cost-effective model,takes into account the quality of life,medical care,psychological comfort and other aspects of the elderly,to fill the gap between home care and social care needs,but because it is in the primary stage of development,there are still obvious problems.In this paper,using literature analysis,questionnaire and interview method,statistical analysis method,with the new public service theory,the welfare pluralism theory,maslow's hierarchy of needs as the theoretical basis,selecting representative Yubei District of Chongqing as the research object,through the survey questionnaire,depth interview and other research,explore the problems and reasons analysis,from the perspective of public management,combined with domestic and foreign advanced policy and operational experience,put forward possible countermeasures to promote the development of urban community endowment service in Yubei District.This paper is divided into seven chapters.The first chapter is the introduction.This paper mainly summarizes the background,significance and research methods of the topic selection.Through the analysis of the current situation of the research on community pension services at home and abroad,it explains the relevant research ideas and technical routes,and lays a solid foundation for the writing of the paper.The second chapter is related concepts and theoretical basis.The main concepts include population aging and community pension service,and the theoretical support includes new public service theory,welfare pluralism theory and maslow's hierarchy of needs theory.The third chapter is the empirical research part,through to the chongqing Yubei District urban community of elderly sampling questionnaire survey and in-depth interviews of the community endowment service workers,to understand Yubei District urban community endowment service status,combing to the current situation of supply and demand,based on the basic situation of Yubei District,the elderly needs of Yubei District urban community,the current situation of Yubei District urban community elderly service facilities,and the SWOT analysis of Yubei District urban community elderly service were studied.The fourth chapter is through the empirical results,found the current problems of Yubei District urban community pension service,analysis of the problem to analyze the causes.The fifth chapter is after understanding these problems and their causes,through reading a large number of literature,to carry out the domestic and foreign community pension service experience for reference.The sixth chapter,aiming at the problems,puts forward the countermeasures to promote urban community pension service of Yubei District from the aspects of integrating resources to improve the supporting facilities of pension service,promoting the diversification of the contents and forms of community pension service,strengthening the construction of professional talents,and encouraging and guiding the participation of social volunteers.The seventh chapter is the conclusion and prospect,which explains the shortcomings of the research and the direction of efforts.
