The process of public administration reform in China began in the 1970 s and1980s.Since then,the government's purchase of public services has become an important institutional innovation,and the government's administrative functions in the field of public services have begun to move from unitary to pluralistic.Change direction.As a major measure of the transformation of government functions,the purchase of public services highlights the characteristics of consultation between the government and the people,and the role of the government in the provision of public services before the reform and opening up.However,the multi-subject participation model of public services has made the government administrative functions face many challenges and new risks.How to effectively regulate the legality,compliance and rationality of the government's purchase of public services from the perspective of the rule of law.New topic.This paper attempts to take the perspective of the rule of law as the starting point,adopts the literature review method and the comparative analysis method to analyze the public administration problems of the government to purchase public services,and proposes the rule of law to solve the problem,in order to purchase the public service system for the Chinese government.Improve the construction and provide the necessary public law support.The main body of the full text is divided into five parts.The first part is to define the related concepts and theories of the topic.The second part is the analysis of the status quo.Based on the discussion of the relevant policies and effects of the government's purchase of public services,the main reasons for the government's purchase of public services are analyzed from the perspective of rule of law.The third part analyzes the reasons for the problems of the government's purchase of public service legalization;the fourth part discusses the experience of the government purchasing public service in the United States,Germany and the United Kingdom,and finds inspiration from it;the last part is under the rule of law.Based on the basic principles of the government's purchase of public services,the company proposes targeted recommendations for the reasons for Chapter3.
