Research On Unified Registration Management Of Real Estate From The Perspective Of Holistic Governance Theory

Since the implementation of the interim regulations on real estate registration,the unified registration and administration management of immovable property has been reformed in various regions,which integrates the registrations of land,housing,forest land,grassland and marine under separate management into one department for unified registration and administration.After several years of practice,the functions,personnel and technology of real estate unified registration and administration management in different regions has been greatly integrated and optimized,but the dispersion and fragmentation issues are still there,which leads to a negative impact on the joint coordination mechanism of management of immovable property registration and also reduces the overall effect.Holistic governance is a governance model proposed in response to the fragmentation problem caused by the new public management system,which advocates that through effective coordination and integration,not only the policy objectives of multiple subjects are continuously consistent with each other,but the measurements of policy implementation are strengthened together,so that it helps to build governance actions with holistic government objectives.This paper analysis the real estate registration management in B district,Guangzhou based on the perspective of holistic governance theory.This paper researches the disperstiveness and fragmentation issues in real estate registration and management,from the perspective of the lag of legal and policy system,the out-of-step situation of unified management and the insufficiency of information construction.Furthermore,it explores an effective measurement of property registration unified governance by means of studying the masses demand and the guidance of efficient coordination among different government departments,and the governing methods of information and technology.As a result,it comes up with some suggestions such as improving the legal system in related laws,regulations,and policies,increasing the degree of integration within different organizations,establishing a professional management team,and improve the technical standard of real estate unified registration and management,so as to provide some useful guidance in solving the problem of the unified registration and administration management of real estate.
