Research On The Risk Communication Problems In Our Country’s NIMBY Governance

Today’s society is a risk society. With the rapid economic development, the potential risks are triggered and the factors which erode our social harmony and stability are increasing, such as the frequent NIMBY conflicts in China in recent years.As the inevitable product of industrialized society to a certain stage, it involves not only the economic, ecological, but concerning a political, cultural and other fields.The arising of a lot of NIMBY conflicts not only bring great harm for social harmony and stability,but put forward the query to the government’s ability.Therefore, resolving the impasse of NIMBY is imminent.The root of causing NIMBY governance to the impasse is the lack of risk communication.The factors,which include" Organized irresponsibility" phenomenon,the transparency of information disclosure isn’t enough,deficiencies in risk communication mechanism and Lack of public participation,exacerbate the fracture of effective risk communication between the public and local government.The first of all,the local government lack a sense of crisis and psychological preparation for the coming of social risk which lost the best time to risk governance;the related companies pay attention to benefit and abandon social responsibility and ethics.when the accident comes,they blindly hide the local government’s behind to allow them to put out "the fire";the social media which is characteristic of "social focus" make plenty of false information to attract click rate,which aggravates public panic.The second,the relevant risk information lack disclosure transparency,which cause the public’s emotional response and accelerate the upgrading of mistrust between the local government and the public.The third,the lack of public participation in the dominant position the clogging of channels of participation and participation of simplification is not conducive to the effective implementation of risk communication.Finally,the incomplete public-oriented risk communication mechanisms and cultural patterns of risk communication has not been established which have a negative effects for the effectiveness of communication to a certain extent.As the important aspect in public crisis management,risk communication has a important meaning to the modern-Social risk management.It emphasizes that the public participation is equal and multiple,interactive risk information,timeliness of communication and the content and form of communication.Introducing the theory of risk communication has become the consensus of the community.with the gradual improvement of the citizens’ rights consciousness the rational ability,the local government take the traditional "block" of governance which will only exacerbate people’s dissatisfy.Local governments only regard relevant stakeholders as equal partners and timely tell relevant subject risk information and actively communicate with relevant subject, which is beneficial to harmony.In modern society, relying on the local government governance appeared to be inadequate.lt not only requires that the government is proficient in the way of risk communication,but it requires that wide participation,the media’s object Professionalism,corporate social responsibility and related ethics strengthen, NGO broad participation.Only through all power,the dilemma can be resolved and achieved win-win situation.Therefore,through the theory of risk communication and risk society,this paper combined with the real plight of NIMBY conflict at the present stage and the need of governance.Thus,this paper put forward the following path to resolve the dilemma of NIMBY:the first way is that strengthen the awareness of risk communication and abide by the principle of the initiative,timely, bilateral;the second way is that improve risk communication mechanism and enhance the level of public participation to improve communication effectiveness through establishing the mechanism of risk communication and risk assessment;the third way is that actively foster the public’s rationality and hardly reduce public’s expectations difference;the fourth is that consummate the mechanism of risk assessment,risk protection and risk compensation to firm social trust basis.
