Research On The "Black Box" Phenomenon In The Policy Process And Its Optimization

The study of policy process is an important window to examine the internal operation logic of our government,which is conducive to the improvement of government service ability and governance ability.As a part of the policy process is conducted within the government,the public cannot directly observe and understand its internal structure and operating mechanism.This part is like a mysterious black box to the public.The existence of policy "black box" will affect the implementation of policy process and the realization of policy efficiency,hinder the improvement of national governance capacity,and interfere with the modernization of national governance system and capacity.Therefore,it is necessary to study the "black box" problem in the policy process,which mainly includes the influencing factors,transformation logic,result output and optimization path of the policy "black box".In the research,the case of business environment policy process reform in H district of guangzhou was introduced,and the theory and case were combined to present the research on the problem better.The research found that the formation of policy "black box" is the result of the action of many factors.At the level of policy environment,the complex decision-making environment and decision-making pressure are the hotbed for forming the policy "black box".At the policy subject level,irrational factors will affect the policy process;Policy implementation will also be affected by discretion and rent-seeking space.These elements will also interact with each other and work together in the public policy process,forming a policy "black box".On the one hand,the existence of the policy "black box" will affect the specific policy process.On the other hand,it will affect the policy results,affect the realization of policy objectives,and the overall policy process tends to fail.According to the research,By the scientific individual design and strict process management can prevent effectively and even open the policy "black box".Reflecting on the optimization reform practice in H District,we find that we can start from the policy of "black box" internal elements control irrational factors on the basis of grasping the internal operation logic of the "black box",in holding the foundation of the "black box" works with the help of strict system process design and management.By optimizing the policy environment,controling irrational factors at the same time,and constraint discretion,regulating the policy process,compression rent-seeking space to open the "black box" in policy.In addition,this paper also puts forward optimization suggestions for problem input,policy transformation and result output of policy process.
