An Empirical Study On The Legal Environment Of Private Enterprises For Doing Business In Ningxia

Under the background of speeding up the construction of a unified and open market,and creating a market-oriented,rule-of-law and international business environment,the development mode of exchanging policy depressions for economic growth and policy advantages to achieve unfair competition is no longer sustainable.The competitive potential of a place will depend more on the business environment,especially the legal environment.Since the reform and opening up,the legal environment of private enterprises for doing business in Ningxia has been improved,which has greatly promoted the development of private economy.However,there are also some problems,such as:The local legislation on the business environment is not complete,the "glass doors","spring doors" and "revolving doors" of market access for private enterprises need to be removed,the policy continuity and stability need to be strengthened,the administrative enforcement of law needs to be improved,the "new officials ignore the old accounts" needs to be resolved,the infringing the legitimate rights and interests of private enterprises needs to be cleared up,the business environment monitoring and evaluation system needs to be further improved,and the construction of a legal society needs to be strengthened.In order to promote the legalization of business environment in Ningxia and build a world-class legal environment of private enterprises for doing business,we should implement the government's responsibility to optimize the business environment,improve local legislation on business environment,formulate and issue the Regulations of Ningxia Hui Autonomous Region on Optimizing Business Environment,improve the system for cleaning up regulatory documents,improve the system for private enterprises to participate in decision-making.Further promote the building of a government under the rule of law,implement the "negative list" system for market access,standardize the administrative law enforcement actions.Effectively protect the legitimate rights and interests of private enterprises,increase the protection of property rights,properly solve the problem of government arrears to private enterprises' accounts.Strengthen the construction of business environment service system,improve the monitoring and evaluation system of business environment,improve the social credit evaluation system,and create a good atmosphere of the business legal environment.
