Study On The Construction Of The Rule Of Law In Rural Grass-roots Social Governance

Legalization of rural grassroots social governance means that under the leadership of the party,through the institutionalization,standardization,proceduralization,and legalization of grassroots governance,rural grassroots administrators are good at using the rule of law thinking and legal system to govern society.The construction of a rural governance system at the grassroots level is a concentrated manifestation of the country 's governance capacity and a top priority in realizing the modernization of the country 's governance system and governance capacity.The legalization of rural governance at the grassroots level is an important way to achieve comprehensive governance by law.In order to clarify how to realize the legalization of rural grass-roots social governance,this article comprehensively uses the literature research method,historical analysis method and empirical research method,taking Y county in Ningxia as a research point,starting from the status quo of social governance legalization in Y county to explore rural grassroots social governance The realization path of rule of law.In addition to the introduction and conclusion,this article is divided into four chapters.The first chapter clarifies the relevant concepts,historical evolution and significance of the rule of law in rural grassroots social governance.The second chapter sorts out the logic and structure of the rule of law in the rural grassroots social governance in our country: the rule of law model is the basis of the rule of law,the order of the rule of law is the key to the rule of law,the rule of law organization is the core of the rule of law,and the villagers are the foundation of the rule of law.The third chapter examines the current status of the legalization of social governance in Y County,Ningxia,and finds that the legalization of rural grassroots social governance in Y County has related systems that are not sound enough,the level of administrative law enforcement at the grassroots level is not high,and the ability to resolve disputes at the grassroots organizations level needs to be improved.And the villagers' awareness of the rule of law needs to be improved.The fourth chapter discusses that to achieve the rule of law in rural grassroots social governance,we must establish and improve relevant systems,improve the level of administrative lawenforcement at the grassroots level,enhance the ability to resolve disputes in grassroots organizations,and strengthen the cultivation of grassroots party organizations,village committees,and villagers 'awareness of the rule of law.The article concludes by pointing out that the construction of the rule of law in rural grassroots social governance lies in bringing all matters that can be adjusted by law into the track of the rule of law in the rural grassroots.
