Research And Study On The Rule Of Law Of Rural Grassroots Governance In Z Town,Zunyi City

It is pointed out in the 19 th National Congress of the Communist Party of China that:“We will strengthen basic works in rural grassroots communities,and improve the rural governance model which combines self-governance,rule of law,and rule of virtue.” Under the background of rural revitalization,the rule of law of rural grassroots governance is the process of continuously standardizing the way of exercising administrative power,realizing the return of state power to society and returning government to the people gradually.In the course of the rule of law of rural grassroots governance,it is a must to insist on taking villagers as the main body,and to explore the way of the rule of law of rural grassroots governance starting from the most urgent realistic needs of villagers.Taking Z town of Zunyi as the research object and through in-depth analysis of the current situation of the rule of law of rural grassroots governance in Z town of Zunyi,the writer summarizes the field survey and questionnaire survey situations,sorts out and analyzes problems existing in the rule of law of rural grassroots governance in Z town.Aiming at the existing problems in Z town,the writer thinks about the ways to further improve the level of the rule of law of rural grassroots governance,and explores a way that is suitable for the rule of law of rural grassroots governance in Z town of Zunyi,which will further improve the level of grassroots governance and promote the construction of a harmonious society and the “rule of law in villages”.There are four parts in this paper.The first part is about introduction,which mainly introduces the background and significance of topic selection,summarizes related literature,explains the reasons for sample selection briefly,and points out the research methods.The second part is about data collation and analysis of the rule of law of rural grassroots governance in Z town of Zunyi,which analyzes the currentsituation of the rule of law of rural grassroots governance in Z town of Zunyi mainly on the situations of institutional staffing,administration according to law,power supervision,legal services,and the villagers' participation of rural grassroots governance in Z town.The third part is about the problems existing in the rule of law of rural grassroots governance in Z town of Zunyi.Through sorting out and analyzing field survey data and questionnaire,this paper points out problems existing in the rule of law of rural grassroots governance in Z Town of Zunyi,and the problems are as follows: inadequate ability for rural grassroots cadres to handle affairs according to law;low legal credibility in rural grassroots governance;legal restrictions in rural grassroots governance;insufficient legal service in rural grassroots governance;and the villagers' low participation in rural grassroots governance.The fourth part is about countermeasures and suggestions for the rule of law of rural grassroots governance in Z Town of Zunyi City.Seeing that there are problems existing in the rule of law of rural grass-roots governance in Z Town of Zunyi,and combining with the author's personal grassroots working experience,suggestions are proposed as follows: the first one is to strengthen the rule of law training of grassroots cadres,enhance their rule of law consciousness,procedure consciousness and evidence consciousness,and further improve their administrative ability in accordance with the law.The second one is to strengthen legal publicity,enhance villagers' trust in law,constantly increase the credibility of law in rural grassroots governance,and form a diversified grassroots governance model.The third one is to strengthen the guidance of law on village regulations,realize co-governance of law and the village regulations,and construct a interactive grassroots governance mode between law and village regulations.The fourth one is to pay more attention to the rule of law,construct a long-term mechanism of legal publicity in rural grassroots,strengthen the construction of legal service team,and increase the level of legal services in rural grassroots governance.The fifth one is to ensure the exercise of villagers' participation right by standardizing the procedure of power exercise and implementing the open system strictly,enhance villagers' participation consciousness by developing village collective economy,and finally increase villagers' participation in rural grassroots governance.
