Grassroots Government Campaign-style Governance From The Perspective Of Typology

campaign-style governance is also known as "movement-style governance tool","national movement","movement-type governance mechanism","movement-type governance model",etc.For a long time,in China’s political society,campaign-style governance has existed for a long time and has become a more typical model of national governance,and the governance of China’s grassroots government has also shown a new trend:under the political basis of "seeking progress in stability",campaign-style governance is frequently used to achieve specific goals and tasks.Taking City A as the research object,this paper focuses on the governance practice of City A to create a national civilized city,and takes four typical cases of special rectification actions as the starting point to consider what kind of governance practice does City A’s work of creating a civilized city belong to,What unique attributes of campaign-style governance can be discovered from the process of creating a civilized city in City A?Specifically,this paper uses the typology research method,on the basis of analysis framework construction and typological deduction,to empirically summarize the different models of movement-style governance from the two dimensions of "superior pressure-public participation",and divides the grassroots government campaign-style governance into four types:symbolic campaign-style governance,autonomous campaign-style governance,authoritarian campaign-style governance,and co-governance campaign-style governance,forming a typological interpretation framework.The four special governance practices of City A to create a national civilized city were used to empirically test the established interpretation framework.At the same time,it is found that there are some drawbacks in the process of grassroots government campaign-style governance,such as unbalanced development caused by resource tilt,lazy and neglectful government behavior caused by abnormal competition,public decision-making failure induced by loss of public opinion,insufficient participation of multiple subjects,and hindering scientific governance.In order to further utilize the governance advantages of campaign-style governance,in view of the problems existing in campaign-style governance,this paper proposes to optimize grassroots government governance by rationally using high-level promotion,improving the performance evaluation system,broadening the channels of public participation,and effectively mobilizing multiple subjects.
