Study On The Optimization Construction Of Grass-roots Civil Servants In Ziliujing District Of Zigong City

The civil service has become one of the most important forces in maintaining national and social stability,in particular,it is an urgent need to build a contingent of high-quality cadres with firm belief,serving the people,being diligent and pragmatic in administration,being courageous in taking responsibility and being clean and honest in order to realize the “two centenary goals” and the Chinese dream of Chinese Dream.And the quality and ability of the grass-roots civil servants,as the most front line executors of the guidelines and policies of the state and government departments,determine the level and quality of the state and government to realize the public service,it plays a vital role in the harmonious relationship between the Party and the government and the people,the stability of the party's ruling position,the implementation of the government's decision-making and management functions,and the stability of the social environment.However,with the development of the country and society,the number of uncertain factors has increased,and all kinds of frictions and contradictions have become more frequent.In the course of regular and frequent contact between the grass-roots civil servants and the people,there is still a big gap between the performance of their ideology,quality and ability and the development requirements of the country and society,as well as the people's expectation of service level and quality.As a typical “old city area” of Zigong city,Ziliujing district has implemented a series of effective measures to improve the service level and quality of its grass-roots civil servants.But in the face of the complex situation in the old urban areas of the actual situation,its grass-roots civil service still obviously anxious to complex the place.Based on this,this paper explores and studies the optimization of the construction of grass-roots civil servants in Ziliujing district of Zigong.First of all,the current situation of the grass-roots civil servants in Ziliujing district of Zigong is taken as the starting point for the study,through the collection,collation and statistical analysis of the relevant data of its grass-roots civil servants,as well as the adoption of artesian well district in the realization of social services in the grass-roots practical cases,this paper analyzes the present situation,problems and countermeasures of the grass-roots Civil Servants in Ziliujing district,this paper sums up the current deficiencies of the construction of the grass-roots civil servants in Ziliujing district,which lie in the urgent need to strengthen the ideological style construction,the defects of the examination and promotion system,the urgent need to perfect the in-and-out mechanism,the poor actual effect of the training mechanism and the relatively lag of the guarantee mechanism.Inview of the existing problems,this paper puts forward the suggestions of optimizing the construction of the grass-roots civil servants in Ziliujing district from five aspects:Strengthening the ideological style construction,perfecting the examination and promotion,perfecting the entry and exit,improving the training and promoting the guarantee.
