A Study On The Mechanism Of Enhancing Local Government Credibility From The Perspective Of Responding To Citizens' Demands

Government credibility is the ability of government governance behavior to gain public trust,and responding to the needs of citizens is an important way to improve local government credibility.Responding to the needs of citizens can improve the credibility and legitimacy of local government,is the internal requirement of responsive government construction,is the premise to improve the relationship between the government and the people,and the response strength is also the standard to measure the degree of good governance of the government.However,with the transformation of social development and contradictions in China,the level of citizens' demands gradually increases,and a few local governments fail to respond to citizens' demands in a timely and effective manner,which makes the credibility of local governments gradually fall into the Tacitus trap.Starting from the theory and practice of responding to the needs of citizens and the credibility of the government,this paper firstly expounds the concepts and theoretical basis related to the government's response,the needs of citizens and the credibility of the government,and expounds the dialectical relationship between responding to the needs of citizens and the improvement of the credibility of the local government.Secondly,based on the situation of the construction of Chinese local government credibility,based on practice to explore the response of citizen demand horizon,the local government credibility construction achievements and the existing problems: one is the low efficiency of citizen demand response mechanism,and the second is not sound law enforcement mechanism,three are opaque government affairsinformation disclosure mechanism,four is not scientific performance evaluation mechanism,supervision,accountability mechanism of five is incomplete.According to this,the author analyzes the causes of the above problems,that is,the local government staff have weak service awareness,the response to the needs of citizens is not timely and effective,the process of legalization is slow,the work transparency is low,and the right operation evaluation is not reasonable.At the practice level,draw lessons from the United States government and the government of zhejiang province in response to citizen demand perspective on the successful experience of local government credibility construction,attempts to put forward establishing and perfecting the civil demand response mechanism,the law mechanism,the government information disclosure mechanism,performance evaluation mechanism and supervision accountability mechanism to improve the credibility of local government.
