At the beginning of this century,According to the world talent competition pattern and China's new population situation,the Central Committee of the Communist Party of China and the State Council made the decision and deployment of formulating the "technical immigration " and "establishing the evaluation and access system for overseas talents",and launched the permanent residence system for foreigners.In 2018,the State Administration of immigration,which is managed by the Ministry of public security,is fully responsible for the immigration management,providing policy and regulatory basis and organizational guarantee for the implementation of immigrants talent strategy.The introduction of talents requires evaluation and management,including clarifying the subject of evaluation,defining the object of evaluation,establishing the evaluation standard,designing the evaluation method,and confirming the right of evaluation,in order to establish a standardized evaluation system.However,the evaluation system of migrant talents in China has not yet been perfected,and the management system,evaluation standards,evaluation methods and supporting measures need to be improved.On the basis of those conceptions,by deeply analyzing the problems and causes of the construction of China's migrant talent evaluation system,drawing lessons from the organization and management system,technical grade system,occupation list system,integral evaluation system,employer guarantee system and supporting rights and interests protection system of major developed countries,with the aim of putting forward targeted and referenced suggestions for the construction of China's immigration talent evaluation system.Firstly,as the main body of immigration talent evaluation management,the national immigration management department should build a comprehensive management system of immigration talent evaluation and refine its division of responsibilities;secondly,it should adhere to the overall national security outlook,strengthen the safety standards of immigration talent evaluation,and fully evaluate the migrant talents from three aspects of crime review,safety risk assessment and moral anomie inspection to reduce the risk coefficient of migrant talents introduction;thirdly,we should improve the technical grade system of evaluation,make clear the goal of "high-quality and top-notch" talent introduction,fully consider the law of talent growth,,and ensure the quality of the introduction of migrant talents;fourthly,it is necessary to carry out the refined integral evaluation system,set up scientific evaluation items,form intuitive quantitative standards,enhancing the operability of immigration talent evaluation;fifthly,we should strengthen the construction of the rights and interests protection system after the evaluation,promote the follow-up integration of migrant talents by enriching work visa,relaxing residence conditions and relaxing nationality restrictions,so as to better serve the strategy of strengthening the country with talents.
