Correctly handling the relationship between government and society is the core issue of China's social system reform.To study the relationship between government and society in the context of the modernization of the national governance system and governance capacity,it is necessary to consider the process of China's social system reform and changes in related theoretical models,as well as the huge differences in local practice and the applicability of related theoretical explanations.As far as the political and social relations shaped by the purchase of public services by local governments are concerned,the specific model basically depends on the reform efforts of local governments,the level of development of social organizations,and the actual level of interaction between the two.Conduct case studies on traditional frameworks such as attachment theory and partner theory.This paper introduces a symbiotic theory with greater theoretical inclusiveness,taking the case of J municipal government's functional department purchasing public services from A social work agency as an example to examine the generation and evolution of a new type of political-social relationship.Based on the two-dimensional symbiotic relationship classification model of resource interdependence and organizational autonomy,the study found that,due to the role of positive symbiotic environment,the J city government's own demand for purchased services and the professionalism of A social work agency meet the government's needs Together,there is a symbiotic relationship between political and social communities that deepens interdependence.However,due to the inertia of government behavior and insufficient capacity building of social organizations,the relationship is still characterized by asymmetric symbiosis,which results in adverse effects such as limited governmenttransformation,inability to fully exert social organization capabilities and lack of principal responsibility.The dimensions of government and social organization jointly promote the construction of symmetrical common relations.The thesis is mainly composed of five parts.Firstly is an introduction,which introduces the background,purpose and significance of the topic,literature review and definition of the concept,research content,methods and ideas.The second part builds a classification and interpretation framework based on "resource interdependence-organizational autonomy" by combing the connotation of the symbiosis theory and analyzing the conditions for the formation of the symbiotic relationship between government and social organizations.The third and fourth parts focus on case analysis,taking the purchase of public services by the J municipal government from the social work agency of A as a case to explore the logic,nature and impact of the symbiotic relationship.The fifth part is to promote the construction of the symbiotic symbiotic relationship.It proposes a two-way incentive symbiotic environment.Only the efforts of the government and social organizations can finally achieve the symbiotic symbiotic relationship.
