Countries around the world have agreed that the principle of common but differentiated liability(hereinafter referred to as the "CBDL")is the basic principle of international environmental law,the principle of dealing with international environmental issues play an important role.Regional principles and climate change international legislation has an inseparable close relationship,the previous international negotiations on climate change are based on the principle of the center.I read a large number of books and articles on the principle of the CBDL,found that the principle of the CBDL is uncertain,with the deepening of the international negotiations on climate change,and now the international community to understand the contents of the principle of the district compared with the time just put forward Has undergone great changes.Some scholars in the country have studied the principle and necessity of following the principle of studying the principle of the CBDL,and neglected that the principle itself is the essence of a dynamic principle.In particular,since the entry into force of the Paris Agreement,all States parties are required to participate in the mitigation actions,and the fact that the emission reductions obtained by the developing countries in the Kyoto Protocol ceased to have been given to the principle of absolute coherence Scholars have a certain impact.The environmental problems caused by global greenhouse gas emissions need to be solved urgently.The development of the principle of the CBDL is to a certain extent the result of the inevitability of the development of human society.The principle of regional cooperation has also been carried out in the international negotiations on climate change.Although the countries of the world are recognized that the CBDL is one of the basic principles of international environmental law basic principles,but based on their own interests,countries understand the principle of the common area there are still some differences.In the author's view,the principle of the common zone is a controversial principle in the continuous development,and the understanding and implementation of the principle will directly affect the process of international negotiations on climate change,and then affect the global climate and even human survival issues.In this paper,the author will first explain the concept,connotation and development of the principle,analyze the differences in the development process and the causes of the differences.Secondly,the author will focus on the analysis of the principle in the Paris region,and contrast with the principle of the Kyoto Protocol,which reflects the development of the principle.Finally,the author will combine the current situation of China's national conditions analysis of the challenge which China would be faced and put forward countermeasures.
