Global warming has seriously threatened the survival and development of mankind.Humans know that potential disasters are not far from us,and the scientific community has changed the severity of the problem from "whether humans intensify climate change" to "what are we going to face?" Kind of disaster." At present,human beings are aware of the seriousness of the problem and human beings are very good at solving problems.In particular,these problems are caused by human beings themselves,and we will have to deal with long-term problems of rising temperature.The international community has made many efforts in dealing with global climate change and has formed a number of international legal documents on climate governance.Three of the landmark international legal documents are the United Nations Framework Convention on Climate Change and the Kyoto Protocol.And the Paris Agreement.The principle of common but differentiated responsibilities is the guiding principle of these documents,and it has also undergone a transformation in the Paris Agreement.The principle of common but differentiated responsibilities is an important principle in dealing with global climate change.As the principle of forwarding climate governance is more flexible and connotative.From the very beginning,China has been committed to advancing the establishment of common but differentiated responsibilities.At the same time,the task of reducing emissions as a large developing country is very serious.In addition to the introduction and conclusion,this article is divided into four chapters to discuss this principle.The first chapter first introduces the development process of the principle of common but differentiated responsibility.Then it introduces the meaning of common responsibility and differential responsibility in the principle and the relationship between the two.Finally,it discusses the principle of the common area and the principle of sustainable development,the principle of international cooperation and The relationship between the polluter's self-sufficiency principle;the chapter is mainly a systematic introduction to the principle.The second chapter mainly introduces the principle of common but differentiatedresponsibility in the above three legal documents;nextly,it describes the transformation of the principle in the Paris Agreement,discusses it from various aspects,and finally concludes that the principle is more inclined Shared responsibility,differentiated responsibilities continue to weaken.The third chapter mainly introduces the practice of the principle in the three countries of the European Union,Japan and Australia,from policy to legislation to the reduction of emissions in various countries.From the results of the governance of the above countries,the principle of adherence to the common area can be effective.This principle needs to continue to be implemented to play a greater role.The fourth chapter first introduces the development relationship between China and the principle.China has always supported this principle.Secondly,it introduces the challenges and countermeasures faced by China in the future climate reduction process.Through this article,we will understand the connotation of the principle of the regional zone in a more comprehensive way and in the future,China will better join the greenhouse gas emission reduction from all aspects.
