Research On Countermeasures To Strengthen The Executive Ability Of Township Governments Under The Rural Vitalization Strategy

Implementing the rural vitalization strategy,is a major decision made at the 19 th national congress of the CPC,is the major strategic decisions on governance of the Central Committee with Xi Jinping as general secretary,is the new era to do a good job in agriculture,rural areas and the new banner and the general grasp.The Central Economic Work Conference of 2020 emphasizes that “promoting rural vitalization solidly”.On the main battlefield of the implementation of the rural vitalization strategy,the township government is the front line.The township government is located in the most basic administrative system of our country and it has the closest connection with the people.Because of the rural vitalization strategy,the township government faces the unprecedented opportunities and challenges,and the strategy also puts forward the new request to the township government executive ability.Therefore,we should study the executive ability of township governments under the rural vitalization strategy to know its problems,and then provide countermeasures to strengthen the executive ability of township governments and to promote the rural vitalization strategy.This paper takes R town government of P city for an example,combined with the implementation of the rural vitalization strategy,researching its executive ability by reading a variety of literature,carrying out questionnaire survey and interviewing relevant personnel.The paper thinks the township government has some problems,such as low efficiency,lack of coordination ability,insufficient cognitive ability,organization and implementation ability,which need to be improved,etc.Then it analyzes the reasons in executive ability shortage,such as the restriction of executive subject quality,lacking a perfect management mechanism,performance evaluation and promotion mechanism and the tough environment.To strengthen the executive ability of township governments and promote the rural vitalization strategy,this paper puts forward some countermeasures such as improving the quality of the subject of execution,optimizing the management system of township governments,reasonably setting up the performance appraisal system,perfecting the supervision mechanism and accountability mechanisms,optimizing the execution environment and so on.
