The Research On The Countermeasures For The Improvement Of State Programs For The Russian Far East Region Development

In modern conditions,one of the leading directions of regional policy of the Russian Federation is a comprehensive and systematic solution of complex socio-economic problems of the region.In practice,it is reduced to the introduction of modern tools for regional development.The main mechanism for the redistribution of budget resources in the areas of ensuring the life of the population is the use of program-oriented management and the development of state programs.State programs are one of the main tools for implementing state policy aimed at solving the socio-economic problems of the territory.Currently,more than 90 % of the budgets of the constituent entities of the Russian Federation are formed on the basis of state programs being developed for the social and economic development of the region.Methodological support for the formation of state programs in the subjects of the Russian Federation does not allow building an optimal order for their development,implementation and evaluation,as well as a system of indicators that characterize the implementation of goals,tasks and events,their effectiveness and efficiency.Many state programs do not contribute to the solution of complex regional problems in the declared volume and are aimed at addressing mainly sectoral or departmental tasks.Government programs are most often focused on getting the maximum budget funding,which is due to the theoretical unfoundness of the structural and functional dependence of the development and evaluation.The evaluation of the effectiveness and efficiency of state programs is presented in various difficult-to-calculate options and is not aimed at determining overspending or saving budget resources,as well as the cost of achieving the goals and objectives of the program.The development of the system of performance indicators and methods of integrated assessment of the effectiveness of state programs will allow justifying their directions,assessing the development options,which will ultimately contribute to reducing the socioeconomic problems of the region.The study also includes methods for improving government programs such as creating a coherent system of legislation;modernization of the mechanism of the financial and budgetary process;creating an effective regional marketing system;creating optimal conditions for training and professional development of managers.
