Research On Effective Governance Of Village-level Organizations Under The Background Of Rural Revitalization

If the nation is to be revitalized,the countryside will be revitalized.In the general policy of rural revitalization,a thriving industry is the cornerstone,a livable environment is the guarantee,civility is the soul,effective governance is the core,and prosperity is the goal.Effective governance is the result of effective governance,and effective governance is the process to realize effective governance.The key to rural revitalization lies in effective governance,which determines whether the ultimate goal of living a prosperous life can be achieved.As the basic unit of rural governance,whether village-level organizations can achieve effective governance is directly related to the implementation effect of rural revitalization strategy.Therefore,taking village-level governance as an example,it is of great practical significance to study the governance effect of village-level organizations for consolidating the achievements of poverty alleviation and realizing the effective connection between poverty alleviation and rural revitalization.Were reviewed in the paper,on the basis of related literature at home and abroad,in west Anhui Dabie mountain area village governance as the specific research object,using literature research,case analysis,statistical analysis methods such as condition of village-level organizations in the region,resource endowment,economic level,and a comprehensive system study the subject of rural governance.Then,based on the governance logic of self-governance-rule of virtue,self-governance-rule of law and "Three governance in one",the results and differences of rural governance under different modes are compared and analyzed.On this basis,the use of west Anhui Dabie mountain area s village survey data and typical case,the empirical analysis of Autonomous-Virtue-Law of effectiveness of practical governance and the problems existing in the management process,thus puts forward countermeasure suggestions to promote the village-level organizations effective governance,this is concentrated in the mountains of west Anhui Dabie mountain area rural governance has important reference significance and enlightenment.Through research,this paper finds that in the current rural governance,there is a new situation of pluralistic governance.Village-level organizations and leaders in different areas are actively seeking concrete practice methods of rural revitalization and forming a new mode of non-sticking to one pattern of governance.Because the village-level organization structure and the governance body to a great extent with the crucial way to work out of poverty and the accumulation of experience,so in the process of the revitalization of the implementation of rural,not because it is a new task,but in innovation,in innovation in the treatment of the inheritance,the original is given priority to with "Autonomy" Single mode of development to the current AutonomousVirtue-Law of "Three governance in one " New situation.Therefore,with the orderly advancement of rural revitalization,the government should first further strengthen the construction of village-level organizations and strengthen the organizational structure.Establish effective operation mechanism of village-level organization to ensure effective rural governance;secondly,improve village-level governance capacity.Standardize the village financial revenue and expenditure,improve the government transfer payment management system,establish the village organization to develop public welfare undertakings investment mechanism,strengthen the institutional investment in public welfare undertakings;third,we should give full play to the intrinsic initiative of villagers’ autonomy and improve their enthusiasm for participation.Fourthly,village-level governance should give full play to the advantages of local resources and talents,use local materials,take local talents as the main body,and adopt the way of "Going out and inviting in" To provide talent guarantee for effective rural governance.Fifth,give full play to the leading role of the village "Two committees",form a mutually binding power balance and supervision mechanism,and improve the standardization of village governance.Achieve all-round revitalization.
