Study On The Improvement Of Urban Community Service Ability—Bao Ta District Of Yan'an As An Example

With the 19 th National Congress,national governance has put forward goals both at the macro and micro levels.These goals have become the guide for the socialist construction and development of our country in the new era.The contradictions in Chinese society have changed,and enhancing the well-being of the people has become an important direction for improving people's livelihood.Yan'an City,as an old revolutionary district,plays an important role in China's history,but with the rapid economic development,the social environment has undergone major changes.The increase of urbanization level,the increase of population,the change of structure,the increase of mobility,the composition of community personnel is more complex and diverse.The accompanying community problems are also on the rise.In the past,the method of community management,the personnel system has not kept pace with the current situation,so there is still a lot of room for improvement in community service ability.Therefore,it is of great significance to understand and familiar with the current urban community status quo and its service level,and to draw on the comparison,make up for each other's strengths and weaknesses,which is of great significance to the fundamental improvement of the ability of urban community service.Taking the pagoda district of Yan'an as an example,this paper makes a related inquiry about the current ability of urban community service.On the basis of studying and summarizing the relevant literature at home and abroad,combined with the actual research object,the relevant concepts of community and community service ability in the city are defined.With the support of the research related theory in this field,the implementation of the relevant management means of service ability is investigated and analyzed by Yan'an City's current work measures in urban community service.(e.g.,grid management,funding and usage,resource integration within jurisdictions,and the construction of service platforms)these specific measures have been taken to summarize the effectiveness of improving the capacity of urban communities(e.g.,saving residents' time,maintaining community stability,enhancing residents' participation and cultural quality,etc.).At present,the problems hindering the ability of community service(the quality of service subjects is uneven,the scope of service objects is wide,the personnel are few,the service is not clear when the responsibility is unknown,the service object participation is not high level of cooperation and so on)on the basis of comparing the excellent community of different management strategies to give the pagoda area to improve the community service capacity of the comments and suggestions(to create a fine service community,clear the rights and responsibilities,the introduction of talent and +technology,co-construction and sharing of high-quality community,etc.In order to support the community service management work in Yan'an Baota District through the study of community service capability.
