The selection and transfer of students is an important measureto train and select excellent cadres,improve the quality of grass-rootscadres and strengthen the construction of reserve cadres.In the 1960 s,in order to train talents and enrich the ranks of leading cadres,Chinabegan to select and appoint students.In August 1983,the notice on theselection and transfer of fresh excellent university graduates to thegrass-roots training and exercise issued by the Ministry of the CPCCentral Committee pointed out that "every year,a batch of freshexcellent university graduates should be selected and transferred tothe grass-roots for key training and exercise,and a few years later,theyshould be selected to appropriate leadership positions." As a result,thenationwide selection and transfer of students has been carried out infull swing,which is also a sign of the large-scale development of theselection and transfer of students.With the growing number ofstudents selected and transferred,how to manage the team of studentsselected and transferred scientifically and promote the healthy growthof students selected and transferred is a problem that must be paidattention to in the work of cadres and personnel.With the increasing emphasis on the grass-roots experience andthe innovation of talent training mode,the selection and transfer ofstudents is of great significance for training and selecting excellentyoung cadres,strengthening the construction of reserve cadres andcreating a new situation of grass-roots work in China.In particular,since 2013,the Organization Department of the provincial Partycommittee has implemented the plan of selecting and transferringoutstanding college graduates to work in villages.It is of greatsignificance to train and select excellent young cadres,strengthen theconstruction of reserve cadres and create a new situation in the workat the grass-roots level.Since 1980,the Organization Department of LCounty has accumulated a lot of effective experience in themanagement and training of selected and transferred students throughcontinuous innovation,exchange,reference and adjustment.Theoperation of selected and transferred students shows a good trend.However,with the change of policy and the increase of enrollment,there are some urgent problems in the management of L County'senrollment,which affect the overall pace of L County's enrollment.Inrecent years,many university scholars and relevant departments havecarried out macro or micro analysis on the work of student selectionand transfer in China.However,because the implementation of the policy is directly oriented to the grass-roots level in China,there aredifferences in the economic,political,cultural and other aspects ofdifferent provinces in China,and the policy will be implementedflexibly in each province,city or even county according to the localreality.Especially for the management of selected and transferredstudents,the training content,promotion mechanism and salary statusof selected and transferred students are different.At present,most ofthe relevant researches in our country are based on the generalsituation of the national selection and transfer of students,few ofwhich focus on the specific local selection and transfer of students,especially on the grass-roots management of selection and transfer ofstudents.Therefore,it is very necessary to study the management ofstudents' selection and transfer at the grass-roots level,which is ofgreat significance to improve the overall quality of young cadres andthe construction of Party and government organs.This paper is basedon the L County grass-roots selected students group,through theanalysis of the current situation of the management of selectedstudents in-depth research and exploration,put forward scientific andreasonable solutions,so as to achieve the standardization of themanagement of selected students. and analyzes the problems existing in the management of L County,andputs forward constructive countermeasures to promote thestandardization and institutionalization of the management of LCounty.The introduction of this paper puts forward the backgroundand significance of this topic.This paper mainly adopts questionnairesurvey,in-depth interview and other methods to study,explains theresearch content in detail and puts forward the innovation of this paper.Next,this paper discusses the related concepts of the selection andadjustment of students,the selection and adjustment of students policyand so on.Based on Maslow's demand theory and competency modeltheory,this paper analyzes the combination of the two theories and thesubject.Next,this paper makes a detailed description of the basicsituation of the selected and transferred students in L County.Thebasic situation of 162 selected and transferred students in this countysince 1980,such as their education background,gender and position,has been described and analyzed in detail,and the basic law of thedevelopment of the selected and transferred students in L County inthe past 40 years has been obtained.In addition,this paper takes LCounty selected students as the survey sample,and uses questionnairesurvey and in-depth interview to summarize and analyze the currentsituation and existing problems of L County selected students.In the questionnaire analysis,the author collates the data of 72 validquestionnaires collected and analyzes the current situation.Accordingto the survey outline,the author conducts field and telephoneinterviews with the students selected and transferred from L CountyTownship Party committee,county-level department,city leveldepartment,and the leaders and colleagues of the units where thestudents are selected and transferred,and summarizes theshortcomings in the management of the students selected andtransferred from multiple perspectives.Based on the questionnaireresults,interview opinions and the actual situation of L County,theauthor summarizes the actual situation and practice of L County'sselection and transfer work,and selects the problems that need to besolved urgently,such as the structure of L County's selection andtransfer team is not optimized,the self-awareness deviation,the lack oforganizational training,and the imperfect management mechanism.Inorder to make the questions more targeted,the interview records ofthe selected students and their leaders and colleagues are interspersed.In view of the problems,the author puts forward some constructivesuggestions from the aspects of self-awareness,training mode,management system improvement,salary and treatment promotion.
