In 2018,the institutional reform reformed the food safety supervision system and mechanism,and introduced a comprehensive market supervision consisting of "order supervision" and "safety supervision",with the market supervision departments assuming a number of functions including food safety supervision.This thesis under the background of institutional reform in 2018,a major adjustment in the regulatory system,using literature analysis,empirical research,questionnaire investigation,tracking Z city D area market regulators to carry out the food and beverage service in this round of reform of food safety regulation,it is concluded that the current system of the old and new transformation in the process of different levels of problems: on the one hand,set up in system level,large market regulatory functions merge conflicts;Second,in the process of organization and implementation,the vertical and horizontal connection between the organization and management is not smooth;Third,at the individual level,grass-roots personnel do not have a high degree of recognition for the status quo of large market supervision.It also analyzes the causes of these problems.First,there are still defects in the top-level design of the supervision system of the large market.It fails to clarify the differences of heterogeneous supervision under the comprehensive supervision system from the perspective of the rule of law.Second,there are distortions in the implementation of the reform objectives of the organization and implementation institutions.The top-down one-way reform affects the effectiveness of the reform of the large market regulatory system.The interest game and resource competition in the institutional reform weaken the market regulatory resources.Third,the measures to encourage individuals to take the initiative to participate in the improvement of the supervision mechanism of the large market are insufficient,and there are shortcomings in the incentive assessment of cadres and management training.At the same time,this paper puts forward the improvement ideas of deepening the reform,straightening out the relationship between government supervision and government supervision,straightening out the cooperative governance relationship between government and non-governmental subjects,perfecting the legal system,and improving the concept of supervision.
