Institutional reform plans for the State Council have thus been adopted in the first meeting of the 13 th national people’s congress in March 2018.To integrate resources,and raise levels for market regulation,meanwhile to strengthen food safety supervision,the state administration for market regulation was established in April 2018,vastly facilitating food safety supervision to be the scope of administration on large market regulation and ending the sectional regulation incorporated into comprehensive supervision.The reform of market regulation in L county keeps up with the policies of the state,the administration on market regulation and the brigade of comprehensive administrative law enforcement market regulation were respectively set up in March 2019 and September 2020.The Market Regulation Offices establishments were also clearly confirmed in May 2021.Under the general background of the reforms on market regulation in 2018,this study focuses on food safety supervision from the current status in L county.Based on the theories of information asymmetry,government reconstruction,and management by objective,we measure the regulatory effectiveness of catering food safety by means of literature analysis,field and questionnaire investigation,together with the expert scoring method.Based on the existing research and theoretical analysis,we select evaluation indicators and seek expert advice to construct an evaluation index system through the selected evaluation indicators and the solicited expert opinion,covering four first-level indexes about the establishment of the regulatory organization,the construction of the regulatory system,the responsibility of regulatory objects,and the disposal of catering food safety problems,together with twenty-six second-level indexes.A questionnaire survey designed based on the constructed index system was conducted for 440 consumers and 260 catering operators among 24 towns and subdistrict offices in L county.The entropy method and analytic hierarchy process are used to determine the weight of each index,the overall score,and each index score of L county.Finally,we analyzed the measured regulatory effectiveness and found some emerging problems regarding catering food safety in L county,mainly including the incomplete regulatory institution,imperfect regulatory system,inadequate responsibility for catering operators,and deficiency of ability to handle the emergency.Therefore,we have proposed the following some measures to promote the regulatory level of catering food safety in L county: rationalizing the allocation of regulatory organizations,strengthening coordination and communication among departments,carrying out intelligent supervision and advanced management mode,enhancing the ability of food inspection,improving the ability to handle food safety emergency,and promoting food safety co-governance and sharing.
