Research On The Implementation For Transformation Of Scientific And Technological Achievements Policy In Qingdao

One of the important tasks of the carrying out of the strategy of innovation-driven development is promoting the transfer of scientific and technological achievements,which is the drive of China’s economic development of the new engine.The market economy system of China is not yet complete,and we have not yet rationalized the relationship between the market and the government,the transformation of scientific and technological achievements is increasingly systematic and complex,the role of the market and society on the transformation of scientific and technological achievements appears very weak,relying only on market operations or supply and demand sides is not so easy to achieve the independent transformation,putting forward greater demands on government participation and policy implementation.The government has a major responsibility in this complex social system project and needs to improve the policy execution so that the government’s support becomes a non-market force.Since Qingdao became the first national pilot city of a technological innovation project in 2010,Qingdao has taken important role of science and technology in economic and social development seriously,a series of relevant policies have been introduced.However,problems of poor implementation of transformation of scientific policy are still existed,the technological achievements,which affects the effectiveness of the implementation for transformation of scientific and technological achievements policy and restricts innovation-driven development.Because of this,based on the systematic review of relevant domestic and foreign studies,this paper conducts an in-depth study on the implementation for scientific and technological achievements policy in Qingdao,constructs an analytical framework based on policy instrument theory and Smith execution model,and conducts an empirical analysis on the issues connected with transformation of scientific and technological achievements policy in Qingdao by using content analysis method and interview method.In this paper,the most representative policies are selected and their textual contents are analyzed in detail.Secondly,the current situation of policy implementation is examined in terms of policy institutional dimension,executive agent dimension,target group dimension and external environment dimension,and the problems and causes of the current implementation of Qingdao’s science and technology achievement transformation policies are investigated in depth with the interview results.The results reveal the 4 problems existed in Qingdao’s transformation of scientific and technological achievements,the service effect is not ideal,policy transmission is not smooth,target groups do not approve.Therefore,this paper proposes the optimization path of implementation for the relevant policy in Qingdao from the perspectives of strengthening the top-level design of the policy system,enhancing the ability of the executive body,improving the target group’s recognition of the policy,constructing the fusion path of the optimization environment.
