Research On The Governance Of Shared Bikes In Nanning City From The Perspective Of Collaborative Governance

The 19th national congress of the communist party of China(CPC)pointed out that we must unswervingly implement the concept of innovative,coordinated,green,open and Shared development,and foster a social governance pattern featuring joint contribution,Shared governance and Shared benefits.Sharing a bike is a kind of "Internet + sharing economy" of the new product,is known as one of the four great inventions of new "in our country,it is green low carbon,healthy environmental protection,convenient and quick,solved the public traveling" the last kilometer "problem.And the environmental pollution caused by vehicle noise and exhaust emissions has also been effectively alleviated.In many large and medium-sized cities,bike-sharing has gradually grown into the third important way of public travel besides public transport and subway.However,the rapid development of bike sharing industry also brings many urban governance problems.This article first through the form of questionnaire survey and interviews to understand the development of Nanning Shared cycling and the present situation of governance,then analyzes the Nanning Shared cycling governance issues,mainly for the governance body simplification,governance methods have limitations of collaborative is not high,management and public participation enthusiasm is not high,and then analyzes the causes of problems.Finally,by drawing on the advanced experience of domestic and foreign bike-sharing governance and from the perspective of collaborative governance,this paper discusses the construction of a solution of "government-enterprise-public" collaborative solution to this problem.The government should play the role of guidance and supervision,accelerate the improvement of relevant laws and regulations,improve the construction of supporting facilities,establish strategic cooperation between government and enterprises,and guide the public to use cars in a civilized manner.Enterprises should earnestly fulfill the main responsibility,strengthen the management of vehicle release,improve the technical service level,enhance the cooperation with the government,and standardize the user governance behavior of vehicle use.The public actively participates in the governance,the industry association and other social organizations to assist the governance,strengthen the public opinion supervision,the public take the initiative to participate in the decisionmaking,improve their own car quality.With the joint efforts of the society,the government and the enterprises,the advantages of each subject are brought into play,and the effectiveness of other governance subjects is also enhanced,so as to effectively solve the governance problem of shared bicycles in Nanning and promote the healthy and orderly development of shared bicycles in Nanning.
