Research On The Governance Of Shared Bicycles In Nanning From The Perspective Of Cooperative Governance

With the rapid development of the sharing economy,sharing of bicycles as a socially beneficial social supply plays an important role in alleviating urban traffic congestion and promoting green travel.It has become a useful complement to the urban transportation system,sharing bicycles in the public Widely used,there have also been issues such as random parking,serious man-made damage,and oversupply of the market.Shared bicycles have brought great convenience to the public,but they have also challenged the govern-ment to share bicycles as a quasi-public goods item.Solving the problem of sharing bicycles is one of the most important topics studied by current scholars,and is also the theme of the relationship between relevant policy makers.The biggest innovation of this research is to use the concept of collaborative governance as a practical model for managing shared bicycle problems,from the perspective of collaborative governance.Studying the problem of shared bicycle management,combining the characteristics of quasi-public goods for shared bicycles,explores the shared bicycle governance model from the perspective of collaborative governance,and makes theoretical preparations for the use of collaborative governance theory to solve shared bicycle problems.Taking Nanning as an example,in-depth research on the causes of shared bicycle problems from the perspective of collaboration mainly includes the following aspects:the single governance body,the incompleteness of the collaborative governance system,the lack of diversification of governance methods,and the limited public participation.On the basis of summarizing the experiences of sharing bicycles at home and abroad,the authors propose a path for achieving collaborative management of shared bicycles.The authors believe that under the guidance of the government,the realization of collaborative management of shared bicycles is to achieve the governance of multiple entities participating in the transaction and guarantee the participation of different entities in decision-making.Effective and smooth channels,on the basis of comprehensive consideration of the interests and opinions of multiple governance entities,formulate channels,procedures,and expressions of appeals for participants to participate in collaborative governance,and actively guide social organizations,public reason,and effective participation in the management of shared bicycles.Therefore,it can be achieved from the following aspects:(1)Cultivate diversified collaborative governance;(2)Establish institutional arrangements for collaborative governance;(3)Implement diversified governance methods;(4)Promote participation of different entities Governance awareness and ability.
