A Study Of Shared Bicycles Management In Fuzhou City Under The Perspective Of Collaborative Governance

The development of mobile communication technology and Internet industry has brought a new kind of the shared bicycles,which is completely operated by enterprises,flexibly parked,used and connected by mobile phones.The shared bicycles play a positive role in supplementing public services,energy conservation and emission reduction.However,it brings a series of management problems to the city,and the development of the industry also suffers from vicious competition and blind expansion.How to coordinate the operation of the government and the responsibilities of all social parties to show the maximum benefits of Shared bicycles has become an urgent problem to be solved by the government.The idea of "Collaborative governance" is a new public management theory.It emphasizes equal communication and co-governance under certain rules,which is a concept in the line with the value of new public management.This paper examines the current situation of collaborative governance of shared bicycles in Fuzhou from four aspects,including the role and positioning of the government,public product characteristics,enterprise management and social participation.Meanwhile,with the analyzed of the experience of other domestic cities in the collaborative gover nance of shared bicycles,we can find the problems of the collaborative governance of Shared bicycles in Fuzhou such as the lack of self-discipline of operators,the indifference of users’ moral consciousness,the lack of sense of Collaborative gov ernance and the unimpeded communication of information Combined with the theory of collaborative governance.This paper proposes to improve the level of collaborative governance of Shared bicycles in Fuzhou improving the self-discipline and management level of operators,strengthening the sense of coordination of the government,enriching the means of governance,building information exchange chan nels and setting up moral standards.
