Study On The Management Of Shared Bikes In Hohhot

The 19th national congress of the communist party of China(CPC)reports"Development is the foundation and the key to solving all of China’s problems.Development must be scientific and we must unswervingly implement the vision of innovative,coordinated,green,open and Shared development.With the continuous implementation of the concept,more and more people participate in the practice of the five development concepts.The rise of Shared bikes,in line with the five development concepts,is the general trend.The first batch of Shared bikes in Hohhot was introduced in 2016,which caused a strong response from the citizens.However,due to the small amount of bikes,it is difficult to meet the needs of most people,Therefore appeared on the private lock,concealment bicycle and so on behavior.With the increase of the number of Shared bikes and the introduction of other bike enterprises,the Shared bikes in Hohhot have been able to meet the travel needs of most people,but the phenomenon of damaged bikes still exists,and some new problems have appeared,such as disorderly stop and disorderly put,occupy public resources and so on.This paper takes Hohhot’s Shared bikes as the research object,Through a questionnaire survey among citizens of Hohhot municipal government and an interview with the person in charge of the Hohhot municipal government and the person in charge of the bicycle enterprise,The main problems of Shared bikes in Hohhot were analyzed,According to the concept of Shared bikes,the theory of public goods,the theory of new public services and the theory of collaborative governance,It is concluded that the problems of bike-sharing in Hohhot are mainly due to the lack of government supervision,the weak role of enterprises and the lack of civic social responsibility.Finally,through the analysis of the problem and the reference to other cities at home and abroad,the paper puts forward the countermeasures of tripartite collaborative governance,It is mainly through the government playing the leading role,enterprises playing the main role,users actively assume social responsibility to achieve the effect of collaborative governance.It is hoped that the study of this paper can provide a theoretical reference for the management of Shared bikes in Hohhot.
