The report of the 19th national congress of the communist party of China(CPC)pointed out that vocational education and training systems should be improved to deepen the integration of industry and education and school-enterprise cooperation.The central committee of the communist party of China and the state council issued the reform plan for the construction of industrial workers in the new era,proposing to "accelerate the development of technical education and support the construction of technician colleges".Several opinions of the general office of the state council on deepening the integration of industry and education set clear requirements for strengthening school-enterprise cooperation in vocational education.Nowadays,the rapid development of social economy has increased the demand for professional workers.Coupled with the"unfit for a higher post but unwilling to take a lower one"phenomenon in the employment of college graduates,vocational education,which has been despised by the traditional concept,has attracted more and more attention from the society and enterprises.Under the situation of industrial structure upgrading and adjustment,school-enterprise cooperation in vocational education can provide more skilled talents for local economic development.The function and role of the government in promoting school-enterprise cooperation in vocational education not only relates to the success or failure of school-enterprise cooperative work-study talent training,but also relates to the optimization and upgrading of local industrial structure and the sound and rapid development of social economy.This paper will take Heyuan City as an example to study the role and function of local government in school-enter:prise cooperation,so as to promote the development of vocational education school-enterprise cooperation in Heyuan City.This paper starts with the functions and roles of the government in school-enterprise cooperation in vocational education,draws on the researches and materials of school-enterprise cooperation at home and abroad,as well as the relevant materials I have obtained in vocational education work.By analyzing the advanced experience in promoting school-enterprise cooperation in vocational education in some places in China,as well as the status quo,existing problems and reasons of the role of school-enterprise cooperation in vocational education and local government in Heyuan city,this paper expounds the government functions in school-enterprise cooperation to some extent.Finally,the paper puts forward the strategies for local governments to promote school-enterprise cooperation in vocational education,through defining the government's function orientation in school-enterprise cooperation,providing sound policy guarantees,establishing various platforms to promote the further development of school-enterprise cooperation,improving the efficiency of government services,strengthening various ways of raising fiunds,and establishing a sound supervision system of school-enterprise cooperation,etc.,to further improve the enthusiasm of vocational schools,enterprises and students to participate in and make vocational education better promote local economic development.
