Research On The Construction Of Township Government's Effectiveness Under The Background Of Rural Revitalization Strategy

At the 19 th National Congress of the Communist Party of China(CPC),the strategy of rural revitalization was put forward,and the goal and program of action for rural economic development in the future will be clear,which pointed out the direction for the future development of "agriculture,rural areas and farmers".The task under the vitalization strategy is not only arduous but also complex.Township governments directly face the vast rural masses,mainly responsible for the implementation and implementation of various policies and measures of rural revitalization,which plays a crucial role in the realization of the strategic objectives of rural revitalization.The rural vitalization strategy has high requirements on the township government,which requires it to play a highly effective role in the organization and guidance of the broad masses of farmers.However,the current low efficiency of the township government is an indisputable fact,to improve the efficiency of the township government,is to solve the low efficiency of the township government has been the real problem,in order to better achieve the goal of rural revitalization.Through the methods of literature,investigation and comparative analysis,this paper takes the efficiency construction of the township government in the context of Rural Revitalization as the research object,and investigates the S town of Baoji City.First of all,based on the analysis of the current situation of the efficiency construction of the town government since the implementation of the Rural Revitalization Strategy,the paper analyzes the main problems existing in the efficiency construction of the S Town Government: first,the awareness of the staff needs to be improved;second,the ability of social governance needs to be improved;third,the work style needs to be improved,and the ability of innovation is insufficient;fourth,the ability of overall coordination between departments is not in place.Then it analyzes the reasons for the problems: the consciousness of "official standard" is serious,the traditional thought is deep-rooted;the evaluation system of township government is not perfect,the function orientation of township government is not clear,the resource allocation of township government is not reasonable,and the supervision and management mechanism is not perfect.Then,drawing on the typical experience of the advanced areas,finally,the paper puts forward the path of the efficiency construction of township government under the background of the National General guidance: strengthening the masses' concept,highlighting the efficiency consciousness;improving the scientific performance evaluation system;strengthening the government function,improving the public service ability of township government;optimizing the public resource integration ability of township government;strengthening democratic supervision And improve the long-term supervision mechanism.In order to provide useful exploration for the efficiency construction of township government,and make contribution to the goal of Rural Revitalization.
