Government buying services can improve supply capacity and educational equity,so we need to focus on performance.Most of the research on this issue is process-oriented and res ult-oriented.It is the purpose and significance of this paper to study how to create conditions to restrain the subject's behavior to optimize the performance,and how to achieve the establi shed goal better,which is the research purpose and significance of this paper.Based on the existing research results and based on the facts of general private kindergarten in Changsha City,this paper studies the "process control type",and constructs the evolutionary game model of the behavior of "government,inclusive private kindergarten,public",which is an evolutionary game model of the behavior of "government,inclusive private kindergarten,public".Through numerical simulation with matlab software,it is found that the change of main strategy choice will bring chain reaction.The ability of the government to deal with the crisis determines the strategy choice of the public and the general private kindergarten.The relaxation of the government management will lead to the slackness of the inclusive private kindergarten,and the public satisfaction or not is the reflection of the perception of the project itself.In order to make the project achieve good performance,the government should formulate a perfect management system of the inclusive private kindergarten,strengthen the publicity of the relevant policies,increase the financial input,strengthen the self-supervision and supervision of the inclusive private kindergarten;The general private kindergartens should set up correct ideas,train high-quality teachers and standardize their own behavior,and the public should treat and choose kindergartens rationally,and feedback the state of kindergarten maintenance in a timely manner.
