In the1980s, the western countries had risen to pursue the "3E"(economy, efficiency andeffectiveness) as the goal of management reform movement, along with the advent ofglobalization, information technology, marketization and the era of knowledge economy. Into the90s, the Chinese government started the exploration and pilot of performance management.Since then, improving government performance become the common goals and values for thegovernment in the process of management of public affairs and offer public services.Government performance management is a new model of government administrationpattern, which formed on the basis of learning and absorbing enterprise performancemanagement theory, practice and methods, combined with the concrete practice of thegovernment’s public administration. It is an important system method of be continued to improveand development in the process of public management, and is action system comprises ofplanning and implementation, appraisal, feedback and improvement etc. In the governmentperformance, economic performance is the key, political performance is the central, socialperformance is the target. As new tools and important measures of public administration,government performance management is still effective channels for public to express theirsinterest demands and to participate in government. In addition, it is very important forgovernment to improve administrative efficiency and effectiveness, promote service quality andlevel, and establish their own image and authority.Government performance management, as a system engineering of government selfinnovation, involves a wide range of social interests, so gets a high degree of social concern。Throughout the successful cases of domestic and foreign government performance management,the government pay more attention to establish and perfect the laws and institutions ofgovernment performance management evaluation framework in the process of governmentperformance management in these states and locals where action of management is more mature,and then form their own system of government performance management through legal meansand new rules.1990s, the concept of total quality management be introduced into the field ofpublic administration, then the new mode of performance management be formed of the qualityas the core, customer oriented, service as the goal. Performance appraisal by the simplegovernment internal assessment expanded into by social institutions for examination, and widelyabsorbed the participation of social public and the service object. Because of its emphasis oncustomer oriented, pay attention to the effects and quality of public management, so as to arousethe public attention on performance. It is very important for Chinese government to implement government performancemanagement in the process of carrying out the scientific development concept, transforminggovernment functions, improving government management and enhancing the government’scredibility and image, so we have attached great importance to the performance management. Atpresent, the Chinese government department implement performance management and appraisalevaluation still belongs to fairly extensive spontaneous state, there is no a set of systematized,legalization, scientific and procedural institutional system, and no substantial breakthrough. Forexample, the process of performance management based on a large number of accurate, reliableand true information, if the information was error or not comprehensive enough, the results willlead to can’t reflect the efficiency of government departments, and then the performanceappraisal eventually become a mere formality. But now, the information come form the Chinesegovernment have two questions, on the one hand, it is difficult to be got and be quantify, on theother hand there are the influence of political factors, etc., so that the objective truth ofgovernment departments can not be truthfully reflected.Based on the above, the article from the present research situation of governmentperformance management, elaborates the emergence and development of governmentperformance management theory, such as government performance management practices bothat home and abroad are analyzed, summarized and concluded by through literature research,comparative analysis and systems analysis and other research methods, points out the presentsituation, problems and causes of Chinese government performance management, put forwardthe optimization approach to it,, and do optimize the innovation and practice of governmentperformance management combined with the actual performance management of his department.
