Research On Democracy And The Construction Of Democratic Discourse Power In China

Democracy is one of the most important political concepts in the world today.It has once become an important symbol to measure whether a country has legitimacy.Countries judged as "undemocratic" are often questioned by "democratic" countries,which will not only damage the country’s external image,but also lead a country into self-denial,affecting national security and political stability.In this context,whether the state has more authority to determine "who is a democratic country" has become a key issue,that is,the "democratic discourse power" concerned by the article.An indisputable fact is that western countries have the advantage of democratic discourse power,while China is in a disadvantaged position,and is often questioned by western countries about whether China is a democratic country.This paper is to break the passive situation of China on the issue of "democratic discourse power" as the starting point of study.To break this situation,we should fundamentally construct China’s democratic discourse power.That is to clarify the value of democracy to judge the current western evaluation criteria for democracy.Democracy has theoretical value and practical value.The idea of democracy is that the people are masters of the country.It advocates the pursuit of people’s sense of value and autonomy,and emphasizes the equality and freedom of people.This idea is consistent with the government’s pursuit.Therefore,the government chooses to govern by democratic system,and the practical value of democratic system lies in the realization of "good governance" of the government.Therefore,the evaluation of democracy should be based on whether the government can achieve "good governance",rather than whether it has a "competitive election" process.The advantage of western countries’ democratic discourse power is not because "Western democracy is more reasonable",but because as the origin and development of democracy,western countries have natural authority.The advantage of western countries’ hard power makes democracy attractive,but it is not the result of the implementation of democracy.Western countries’ "monotheistic" thinking has given them a cultural drive to promote democracy.The operation of Western-style democracy cannot achieve "good governance" of the government,but causes social inequality and deviates from the value of democracy.The new democratic evaluation standard should focus on the evaluation of democratic system from the purpose,process and result of democracy.The representativeness of the leading group,the effectiveness of public opinion communication,the scientific of policy output and the transparency of government behavior should be examined under the democratic system.The socialist democracy with Chinese characteristics basically meets these standards and is reasonable.The construction of China’s democratic discourse power should distinguish the current construction goal,that is,to break the authority of western democratic discourse,and enhance the recognition of China’s democratic system by other countries in the world.In this regard,supported by hard power,China should innovate democratic theories,improve democratic systems,strengthen democratic education,respond to democratic queries,improve democratic publicity,build a democratic culture,seek democratic consensus,and build a comprehensive,multi-tiered and multi-subject democratic discourse power in China.
