Since the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China,"realizing the modernization of national governance capabilities and governance system" has become an important goal of national governance.The key to achieving the goal of national governance modernization lies in the reform of the administrative system,the transformation of government functions,the construction of a service-oriented government,further streamlining of administration and decentralization,stimulating the vitality of society and the market,and encouraging diverse social actors to participate in public governance.Deepening the reform of the administrative examination and approval system is an effective starting point for realizing the modernization of national governance.It is also an important breakthrough for transforming government functions and streamlining administration and delegating power.It is also a key measure to further stimulate and release market vitality.Therefore,the reform of the administrative examination and approval system has been placed in a particularly important position.The purpose of the reform of the administrative examination and approval system is to further streamline administration and decentralize powers,form a multi-subject consultation and co-governance,clarify the functional roles of the government and other subjects,transform government functions,and create a service-oriented government.However,under the management of traditional government thinking,the activeness of the main body of the market and the enthusiasm of public participation have never been raised,the effectiveness of streamlining administration and delegating power is not significant,and the government has not fully realized the transformation of government functions.As the frontier of the field of public governance,the goals of the networked governance theory and the reform of the administrative examination and approval system are in common.The emphasis on the advantages of multiple subjects is helpful to help the government to clarify the role of other subjects,and they all pursue the construction of a service-oriented government.Therefore,whether it is a practical need or theoretical research,how the reform of the administrative examination and approval system can be combined with the theory of networked governance to promote the negotiation and co-governance of multiple subjects,transform government functions,improve the efficiency of administrative examination and approval,build a service-oriented government,and ultimately realize the improvement of national governance efficiency.It is necessary.This article starts from actual political research and makes full use of interview methods to conduct field investigations on the country’s first W District Administrative Approval Bureau that established the separation of audit and management,and is supported by networked governance theory to combine theory with practice.This article discusses the internal logic of networked governance and the reform of the administrative examination and approval system,and believes that the two are similar in their original intention,value orientation and pursuit of purpose.It is the compatibility of the two.Therefore,based on the research of related theories,this article summarizes the important factors of the network governance theory,and uses the network governance body,the network governance link,the network governance mechanism and the network governance model.From these four dimensions,it analyzes the status quo,existing problems,and reasons of the multi-subject cooperation in the administrative examination and approval reform by the Administrative Examination and Approval Bureau of C City and W District in the administrative examination and approval reform.The four aspects of network design,communication bonds,responsibility framework,and network governance capabilities build the main working ideas of multiple entities in networked governance in the cooperation of administrative approval reforms.From the perspective of combining the theory of networked governance with the reform of administrative examination and approval,this paper studies the basic path of multi-subject cooperation in the reform of administrative examination and approval in the context of networked governance,and draws the following conclusions:(1)The reform of the administrative examination and approval system pursues the diversification of participants;(2)Networked governance provides solid theoretical guidance for the cooperation of diversified subjects in the reform of administrative examination and approval;(3)Localization of networked governance theories should be used for reference.
