The Mechanism Of Nimby-An Analysis Based On Social Amplification Of Risk Framework

As urbanization accelerates,demand for new communal facilities continues to emerge,but some communal facilities that provide public benefits have become the object of resistance from neighboring residents due to the damage to neighboring areas.Conflict caused by NIMBY facilities has become a common problem in the process of urban development.In this context,this paper intends to use the risk society amplification framework to analyze the formation and development mechanism of NIMBY,to propose problems in the NIMBY management,and to provide reference for the effective governance of the NIMBY effect.First of all,by sorting out the previous literature,it is found that the NIMBY effect not only contains the factors of economic rationality and self-interest,but also incorporates the psychological and political factors such as environmental protection values.However,if the causes of NIMBY effect are analyzed from psychological,political and other factors from the perspective of economic rationality,the definition of NIMBY facilities will be separated from the NIMBY effect.Therefore,this paper introduces the social amplification of risk framework(SARF),comprehensively considers the objective risks of NIMBY facilities and the subjective construction process of the risks,and provides a more comprehensive perspective for understanding the NIMBY effect.Secondly,based on SARF,this paper takes Asuwei waste incineration incident as the case to discuss the risk amplification of public facilities in NIMBY conflict.Found that the amplification of NIMBY facility risk in the two stages of information flow and risk ripple intensifies the NIMBY conflict,and expands the scope of events,so that the NIMBY crisis against such facilities is repeated all over the country.The signal value,social experience,trust,social culture and stigma of the risk of NIMBY facilities are the main mechanisms that lead to the amplification or attenuation of the risk trend.Finally,this paper points out the problems of previous NIMBY management practices from the perspective of risk society magnification.It is proposed that NIMBY conflicts should be classified and managed,the risk amplification and attenuation signals in the risk information flow of NIMBY facilities should be scientifically controlled,the public trust should be maintained and rebuilt,and the NIMBY effect should be comprehensively managed with systematic thinking.In general,this paper adopts literature research,case comparison research and other research methods to explain the two development paths of NIMBY effect after the amplification or attenuation of risk society,conducts a detailed analysis of the process of the social amplification of NIMBY risk,and puts forward some Suggestions for improving the governance of NIMBY conflict.
