Risk Management Of The Risk-accumulated "NIMBY" Mass Incidents

In the process of urbanization in China, the word "NIMBY" began to appear in public view for many times. The "NIMBY" has become a potential source of conflict in our society at present, which has been proved by the mass incidents with characteristics of the "NIMBY". The mass incidents caused by the "NIMBY" conflict will bring negative impact to social stability, which is necessary for the improvement of our country in transitional period. However, to some extent, the "NIMBY" is unfamiliar for our government the public and other stakeholders. Although our academic circles have begun to research the phenomenon, it is far less than guiding the practice. So this paper defined the selected topic on the basis of the relevant research results. In the perspective of risk communication, I discuss the risk management of the "NIMBY" by some research methods, such as literature analysis, case analysis, comparative analysis and qualitative analysis.First of all, based on the review of the related theory research results about the risk communication and the "NIMBY", this study defines the key concepts, and then focus the research on the risk-accumulated one, which had lower flammable limit and more serious consequences. Then, I analyzed the features of this kind of "NIMBY" and built the analytical framework about the risk communication among the stakeholders.Secondly, this paper introduces the status quo of the mass incidents about the risk-accumulated "NIMBY", and then analyzes the problem of the risk communication among the stakeholders. What’s more, I select two typical cases------"the PX event in Xiamen City" and "the PX event in Ningbo City", to analyze the relative information.In conclusion, the article puts forward the philosophy about the whole process of management, emphasizes the dynamic "risk communication" in each stage. According to the whole process of risk management model, the paper proposes the core content、target and task of the risk communication at various stages, and the countermeasures and suggestions of risk communication strategy among the core stakeholders.
