Research On Self-supervision Of Discipline Inspection And Supervision Organs At County Level

China's anti-corruption efforts have shown unprecedented high-pressure situation in recent years.In March 2018,the State promulgated the Supervision Law of the People's Republic of China,which included all public officials exercising public power in the scope of supervision,and established a set of anti-corruption system with Chinese characteristics,authority,efficiency and centralization.With the increase of the scope and objects of supervision after the reform of supervision system,the scope of power of discipline inspection and supervision organs has been greatly expanded,and the risk of clean government has also increased.The impact and harm of disciplinary inspection and supervision cadres' cases of violation of discipline and violation of law are more serious than those of ordinary Party members and cadres.General Secretary Xi Jinping has repeatedly emphasized strengthening the construction of the cadres of discipline inspection,and has proposed to solve the problems of "who will supervise the discipline commission","clean up the door" and prevent "blackness under the lights".Comrade Wang Qishan pointed out that "trust can not replace supervision".The report of the 19 th National Congress of the CPC has put forward that "iron must be beaten hard by oneself",while the county-level discipline inspection and supervision organs are accountable for Discipline supervision.Grass-roots organizations play a fortress role in the whole system,so it is of great significance and value to study the self-supervision of county-level discipline inspection and supervision organs.Guided by the theory of public management,this paper takes the self-supervision of Y County discipline inspection and supervision organ as the research object,analyses the main methods and effects of self-supervision of county discipline inspection and supervision organ in the new period,points out the main problems existing in the self-supervision of county-level discipline inspection and supervision organ,such as the lack of clear supervision focus,the imperfect self-supervision system,the weak consciousness of accepting supervision on one's own initiative and the insufficiency of social supervision,digs into the main causes of these problems,such as the lack of experience in the way of supervision,the imperfect design of the supervision system,the particularity of discipline inspection and supervision work,and the lack of motivation in social supervision.This paper puts forward some countermeasures and constructive suggestions on how to improve the self-supervision of power of county-level discipline inspection and supervision organs in China,such as highlighting the key points of supervision,perfecting the system construction,perfecting the management mechanism,promoting the ability of performing duties,and promoting the external supervision.
