In the public sector of government,the silence behavior of civil servants is a common phenomenon.Silence Behavior hinders the exchange and communication of information within the organization,and also affects the decision-making of the organization.It also has adverse effects on individuals in the organization while endangering the organization.The grass-roots civil servants are the executors of public policies.As the public servants of the people,the negative impact of their silence behavior will be more serious.Organizational trust refers to the degree of trust individuals have on their colleagues,superiors and the organization itself.Previous studies have shown that organizational trust is a antecedent variable of organizational silence.And the existing research is basically based on the enterprise employees,there is little research on the civil servants.How to reduce the Organizational Silence Behavior of grass-roots civil servants,encourage them to make positive suggestions,and contribute more to the development of government departments has become a problem that needs to be explored by the academic community.Based on the existing research at home and abroad,this paper studies the silence behavior of township civil servants from the perspective of organizational trust of civil servants.Taking township civil servants as the object,this paper constructs a theoretical relationship model between organizational trust and organizational silence of civil servants.A total of more than 400 questionnaires were sent out,and 319 valid questionnaires were finally obtained through screening the recovered questionnaires.SPSS software is used to analyze the collected data,to test the relationship between the two variables and their dimensions,and to further analyze the influence of the various dimensions of civil servants' organizational trust on the various dimensions of organizational silence.The main conclusions of this study are as follows:(1)in the correlation analysis of trust and organizational silence of township civil servants,it is found that the three dimensions of trust and organizational silence of civil servants are negatively correlated,and the hypothesis mentioned in this study is also verified.(2)In the difference analysis of township civil servants,there are significant differences in the total score of organizational trust and its dimensions among township civil servants with different gender and work experience,and significant differences in the total score of organizational silence and its dimensions among township civil servants with different age,work experience and post level.The other control variables have little influence on the silence behavior of civil servants.(3)Through the single factor regression analysis of trust and organizational silence of township civil servants,it is found that the two dimensions of trust of township civil servants to leaders and trust of township civil servants to colleagues have great influence on the three dimensions of organizational silence of township civil servants,which has a strong negative prediction function,of which the trust of civil servants to leaders is the most significant.However,the dimension of civil servants' trust in organizations has little effect on the negative prediction of defensive silence and indifferent silence.
