Public service oriented government is the aim of local government reform and system construction. It cannot come into being without local finance support. So, whether the developed areas with sufficient funds has already constructed a relatively perfect public service oriented government? I try to answer this question through the analysis on Yinzhou district of Ningbo city in Zhejiang province.There are many advantages of the construction of public service oriented government for developed areas, such as the abundant public expenditure, the relatively stronger awareness of democracy, comparatively mature CSOs, and etc.. Yinzhou District, Ningbo city, is a developed county of eastern coastal areas, has a leading position in the construction of public service oriented government. Through the investigation into its construction, we could grasp the forefront of our country's government reform, and give some inspiration to other areas.This dissertation starts from the analysis of constructing advantages of developed areas, to discuss the problems existed in government reform and public service oriented government construction of developed areas, via the construction of Yinzhou's public service oriented government, especially the change of government functions, reflected by the construction of social security system. On this basis, I try to make some proposals for the construction of public service oriented government of developed areas: establish people-centered governing idea, implement the view of scientific development, relocate government functions, establish public finance system, enlarge the range of public service providers and improve the supply mechanism, improve the government performance appraisal institution and official performance evaluation system, in order to achieve the goal of the construction of public service oriented government.
