Study On Difficulties And Countermeasures Of Township Institution Reform In Economic Less-developed Areas

Township institution as the basic level administrative organization established in the county,is the organization that most closely connected with the vast number of farmers, is responsible for leading the economic and social development of villages and towns and providing public services for the majority of farmers, is an essential part of the administrative system in our country. Township in less-developed areas,the living standard of farmers is low, narrowing the economic gap between the less-developed region and the developed region, promoting the development of economy in less-developed areas, township government needs to contribute great strength. Therefore, the effect of the reform of township institutions in economic less-developed areas, directly affect the success or failure of the whole administrative management system reform, affect whether the problem of "three rural" problem can be solved effectively in economic less-developed areas, affect the new period building a new socialist countryside of the country's major development goals can be successfully achieved.In the decades of reform and opening up, China has experienced seven times of government system reform. In the process of implementing the government system reform, the towns and villages in economic less-developed areas have achieved great success, for example: simplify a large number staff of township organs and institutions, streamline the merger of the functions of the township agencies, revoke and merger a lot of towns, and clearly the focus of reform is to change the function,these measures have greatly reduced the financial pressure of the township. Although each reform is very effective, but after a long time gradually restore to the original,even more serious than before. Why is this phenomenon from the lean to the expansion of the cycle? This is the problem that a lot of scholars have been exploring.In this paper, we try to study the difficulties in the reform of township institutions in economic less-developed areas, and finally find out the feasible ways to solve these problems.This paper is mainly divided into six parts. The first part is the introduction,which mainly discusses the purpose and significance of the topic, and reviews the research status of the township institutions reform in economic less-developed areas,introduce the research ideas and the research methods. The second part mainly define the intension of township organization reform of economic less-developed areas,including the function transformation of the township institutions, the township institutions set and the reform of township institutions less control code these three parts' series. The third part mainly investigate the difficulties of the reform in economic less-developed areas, the functions of township agencies to change the situation and difficulty of the reform; township institutions to set up the situation and difficulty of the reform; township institution staffing situation and reform difficult,also analyze these three parts carefully. In the fourth part, the paper mainly discusses the reasons for the difficulties in the reform of township and village organizations in economic less-developed areas, and from the aspects of economy, politics and society.The fifth part of the paper puts forward the countermeasures and suggestions for the difficulties of reform of township institutions in economic less-developed areas, from the function transformation, the establishment of institutions and the control and reduction of authorized strength these three aspects to proposal. Finally, in the peroration part, summarize the whole article.
