Research On Project System Management Of Township Governance In Yichang

With the deepening of administrative system reform in China,project system has become a new national governance system.The state allocates financial funds to grass-roots governments in the form of projects to maintain the supply of public services.As the lowest level in the administrative system of our country,township government has become an important subject in the operation of project system.In this paper,Yichang township government in Hubei Province as the research object,combined with the actual survey data,the main factors influencing the project management in Yichang are studied,and some ideas and suggestions for improving the status of Yichang township project management are provided.In order to grasp the real situation,the author put in the questionnaire in Xingshan County,Zigui County,Changyang County,Wufeng County,Yidu City,Yiling District,Xiling District,Wujiagang District,Dianjun district and Xiaoting District of Yichang from July to September 2019.And three different groups of people were investigated,including project managers represented by administrative cadres,village(community)cadres;professionals represented by design institutes and consulting companies;and project beneficiaries represented by the masses.A total of 433 valid questionnaires were collected.Combined with the questionnaire data,this paper finds that the main difficulties of township projects are the overdue recovery of funds,the delay of project construction,the out of control of project investment and the failure of funds to achieve the expected benefits.Based on the statistical analysis of 433 questionnaires,the author finds that there are many Township projects in Yichang,and the masses have become accustomed to the "projects" around them.However,the evaluation is not high,the satisfaction rate of township government investment projects is only 44.6%,which shows that these should be popular "projects" do not play its due effect,and the public service fails to achieve the expected goal.Aiming at the problems that have been found,this paper uses the methods of questionnaire,on-the-spot interview and logistic regression model to study the influencing factors of Yichang township project management.Because the evaluation results of township project management are displayed by the satisfaction of the beneficiaries and participants,this paper analyzes the influencing factors of project satisfaction quantitatively through the model,so as to realize the research on the influencing factors of township project management.The measurement research shows that the corruption ofcadres,the implementation of supporting funds,the participation of the masses,the professional quality of managers,the complexity of procedures,and the strength of township supervision are the important factors affecting the township project management in Yichang city.Among them,the professional quality of managers has the greatest impact,followed by township supervision.Based on the six key factors,this paper puts forward the following policy suggestions: first,improve the cadre supervision system;second,implement the agent construction system;third,expand the right of participation of the masses;fourth,deepen the reform of management service;fifth,strengthen the supervision of towns;sixth,implement supporting funds.
