In the process of China's modernization,government departments have played an important role.With the continuous advancement of the national governance system and governance capacity building,how to further improve the overall goal of comprehensive and deepening reform has become a topic of great concern to all sectors of society.The reform of the tax-sharing system has achieved the goal of the central government to increase its share of the total fiscal revenue,reshaped the government's path to provide basic public services to the countryside,and various public resources have implemented village governance by means of projects entering the village.The project village governance has gradually become the basic model of government governance for the countryside,and has also become a hot topic of research under the academia's concern about improving the national governance system and governance capabilities.Based on this,this study refers to the academic circles based on the research of project system and project entry village,combined with the theoretical basis of public choice theory,new public service theory and two-factor theory,to study the behavior and internal logic of township government in project governance village.According to the needs,this research took the special poverty alleviation fund project of agricultural projects implemented by the Z town government of Wanxian County,Guizhou Province as the research object,and used the interview method,participatory observation method and case study method to collect a wealth of first-hand research materials.Provided a guarantee for the realization of research goals.Combined with the collation of relevant materials and interview records,the operation logic of project village governance was followed,and the Z town was analyzed from four aspects: "pre-project acquisition,project acquisition and allocation,project implementation and supervision,project acceptance and continuity" The process analysis of the government in this process,focusing on the public service behavior,administrative management behavior,and resource allocation behavior of the Z town government,further analyzed the performance and causes of the anomie of the Z town government in the process of project village governance.The study found that the village governance project as a public resource promoted the formation of the village interest community,and also became the logical starting point for the townshipgovernment to intervene in village governance.Specifically,the Z town government has shown a lack of service awareness and insufficient project co-ordination in public service behavior.In terms of administrative management behavior,there are rigid management systems and flexible policy implementation.Uneven distribution of project resources and limited participation of the poor.Combined with the governance dilemma of the Z town government in the process of project governance,it further analyzed the causes of the anomie of the township government from three perspectives: concept,system,and mechanism,and based on the vision of service-oriented government construction and participatory governance,proposed The shaping and scientific administration of service-oriented concepts,taking the equalization of public services as the assessment goal,strengthening the matching of financial power and responsibilities of township governments,improving the construction of township government functions and the establishment of fault tolerance mechanisms,supporting service systems,and building township government social absorption mechanisms,Possible ways to strengthen the cadre team building.Finally,according to the conclusion of the study,the corresponding thinking is put forward.
