Public institution is a kind of social organization that provides public service for the society.It is a unique concept in our country,and its explanation and definition are different in different stages.Since the reform and opening up,with the continuous improvement of the economic level,especially since the implementation of the open recruitment system in public institutions,the service level of public institutions is constantly improving,which greatly promotes and improves the living standards of the people.But at the same time,there are also many problems,facing many system and mechanism problems,which need to be further improved.First of all,this paper analyzes the background of open recruitment in public institutions.Employment is the basic guarantee of people's life and the foundation of social stability.At this stage,China's economy is facing greater downward pressure,new jobs are sharply reduced,and the employment situation is more severe.With the increase of employment pressure,there will be a large number of people in the future who want to find a suitable job through public recruitment in public institutions.Then public recruitment in public institutions is fair and open,which is the vital interests of the masses,will be widely concerned.However,the reform of public institutions in China is far behind,and the process of public recruitment in public institutions is not standardized,The way of recruitment is single,which greatly affects the efficiency of public institutions.Secondly,it expounds the characteristics,basic principles and basic processes of open recruitment of public institutions,so as to have a comprehensive understanding of open recruitment of public institutions.Combined with the relevant theories of open recruitment,it uses literature method,questionnaire method and system analysis and other research methods to investigate and understand the current situation and recruitment procedures of open recruitment of public institutions in Shucheng County,focusing on education And the health system.Shucheng county has absorbed a large number of excellent talents,improved the personnel structure of institutions,optimized the structure of institutions,andpromoted the healthy development of institutions since the implementation of the open recruitment system of institutions,but there are also many problems,such as imperfect policies and regulations,loopholes in the establishment and management,unscientific process design,and incomplete implementation of policies On the one hand,it hinders the healthy development of public recruitment in institutions.Finally,combined with practice,the paper carefully points out the problems and reasons in the open recruitment of Shucheng County institutions,and puts forward the perfect countermeasures,such as improving the policies and regulations,promoting the reform of the establishment of institutions,optimizing the design of the open recruitment process of institutions,increasing the implementation of the open recruitment policy,etc.,to improve the open recruitment system of Shucheng County institutions.This paper is closely combined with the practice of open recruitment in Shucheng county public institutions,using the relevant theories of public management to analyze and solve problems,and then put forward targeted solutions,contributing a small contribution to the healthy development of Shucheng county public institutions.
