| As the product of the planned economy era, public institution is a special organizational form with Chinese characteristics. With the development of market economy, traditional personnel system exists shortcomings and can not meet the needs of the times.“The interim provisions of open recruitment for ministry and public institution” has been published in 2005,which clearly defined open recruitment system for public institution. Since the county of QS began to implement the open recruitment, remarkable achievements has been made, however, because of institutional environmental and technological methods, there are still many problems need to be improved and perfected.In this paper,we first analyzed the background of the open recruitment for public institution. Reform of Chinese public institutions was far behind, especially the problem of the personnel system, the reform of personnel system was imperative. Principles, characteristics, influencing factors and significance of the open recruitment system for public institution were summarized. Secondly, combined with the related theories of open recruitment, using literature review, questionnaire, and system analysis, to the county of QS as an example, understood the status and recruitment procedures of QS public institution by questionnaires. Since the county of QS began to implement the open recruitment, constantly improve the system mechanism, efforts to explore the effective approach of open recruitment, through open recruitment to absorb a number of high levels of knowledge, ability and quality of staff, improved the institutions of knowledge and age structure, further optimization of the people ethos and style of work, a strong impetus to the healthy development of smooth operations and business unit. In combination with the actual situation of QS County, on the basis of extensive reading of documents, find out the problems in the open recruitment of public institutions in QS county. four aspects of specific performance in the laws and regulations are not perfect, the mechanism is not perfect, lack of scientific methods, the implementation of the policy is not complete, restricting the smooth implementation of the open recruitment, reducing the effectiveness of the open recruitment. Finally, based on actual institution, for the problem of the open recruitment for QS public institution, we provide a series of measures through carefully analyze and sum up experiences, such as sound laws and regulations, optimize the institutional mechanisms, improve the recruitment methods, the implementation of recruitment policies, strengthen the recruitment of staff training and supervision, etc. From the above several aspects, to improve the institutional foundation, breaking the bottleneck of the mechanism, using scientific methods to standardize the recruitment process, to provide a reference for the QS county public institutions to solve the problem of open recruitment, provided reference for the solve of problems of QS public institution.This thesis combines the QS county public institutions to recruit work, based on the actual, use the method of business administration and modern management to carry on the correlation analysis, aim to solve the problem and put forward targeted and workable solutions, and make due contributions to the QS county economic construction and the development of various undertakings. |
