Public recruitment is an important measure to accelerate the reform of personnel system in public institutions. Institutions open recruitment of scientific and orderly conduct, will be beneficial to expand the selection and employment of people with people’s perspective, broaden the selection and selection channels, to improve the quality of new personnel and optimize the allocation of human resources. Yunnan Province, the majority of the highway department is the service community and the Yunnan local economic development of public welfare institutions, as the national economy, one of the basic industries, its health development needs not only strong professional and technical personnel, but also need to engage in manual labor. Our country’s traditional personnel management system is established under the planned economy system, the problem is outstanding, can not adapt to the development of the times and the need to restrict the selection of institutions to the right candidates. In early 2006, the former State Ministry of Personnel issued a temporary provision of public institutions to recruit personnel, a clear open recruitment system as a unit of personnel recruitment system, its implementation is not only to meet the needs of personnel system reform, to some extent, to avoid the information disclosure, the process is opaque, government regulation is not in place and other issues, for the construction of high quality personnel to provide a positive energy, enhance the social service ability.In this paper, using the method of literature, case analysis, empirical analysis, questionnaire survey and other research methods, to our country Analysis of the existing problems and suggestions for the public recruitment of public institutions.
