Town government is the most basic government in the five-level structure of our national administrative management system.Township civil servants are directly facing the people,and they are the ultimate performer of our Party’s and national policies and legislation.At present,the township civil servants in our country still have some gap in the service consciousness,comprehensive quality,professional ability,work efficiency,enterprising spirit,and request from the superior.It is an important subject for us to improving the incentive mechanism of the township civil servants,fully mobilize the enthusiasm and creativity of township civil servants,improve the working efficiency and the service of town government.Taking towns in N county of Hunan province as an example,this paper discusses the incentive mechanism in N county by literature research,questionnaire survey and individual interview.I also understood the township civil servants’ specific problems in study,work and life,as well as the performance and problem of the incentive mechanism in N county,and put forward the measures according to these problems.Through analysis,we found that the present promotion mechanism of the township civil servants usually have some problems,including that incentive ideas never enter the mind,the appraisal system is unreasonable,the pay system lacks fairness and incentive methods are single.In terms of these problems,this paper puts forward a series of measures to improve the incentive mechanism of the township civil servants in N county.It changes the incentive concept by optimizing the operating environment of the incentive mechanism,highlighting the concept of humanist and building the idea of fairness and justice.It can improve the incentive system through the optimization of the post incentive system,salary and welfare system,year-end assessment system,performance evaluation system and learning and training system;We should pay equal attention to the spiritual incentive and material incentive,and use the negative incentive rationally to improve the incentive means.I hope that these measures can provide somereferences for the management of township civil servants and the the incentive mechanism of the township civil servants.
