The township civil servants are the most grass-roots civil servants,and are one of the important groups to undertake the work of the masses.The government performance and the satisfaction of the masses depend on the competence of the township civil servants.Scholars at home and abroad have begun the theoretical study of civil servants' competence decades ago.Through the study of the township civil service competency,not only can provide theoretical and empirical basis for the other party to help researchers develop new leadership foundation class cadre training theory,development direction and guide the ability and quality of civil servants,and is conducive to the establishment of township government post matching mechanism,the township civil service recruitment selection,training,providing basis and support,so as to promote effectively improve township government department performance.In view of this,this paper takes Yongchun County township civil service as the research object,in reference to the domestic and foreign related civil servants competency based on theory and practice,combined with the actual work of township government departments,through literature analysis,questionnaire survey method,statistical analysis method to conduct a comprehensive system of research,collect and analyze the results of questionnaire survey,screening township civil servants competency indicators,construct the competency model of civil servants through the township departments,charisma and solution ability,service consciousness and execution ability,political literacy and the continued education on ability,coordination ability,the pursuit of power and other dimensions of competency model construction of the Yongchun County township civil service department.Based on this,this study applies model analysis and object fitting to study the competency of township civil servants in Yongchun County,analyzes the current situation of their competency and the reasons for their unbalanced development,and then puts forward strategies for improving the competency of township officials in Yongchun county.The conclusion of the study can guide the township civil servant examination,promotion,performance appraisal,training and management,improve the overall quality of the specific practice.
