Research On Equalization Of Basic Public Services In Rural Areas Under The Background Of Rural Revitalization Strategy

For a long time by the urban-rural binary partition system and city to the influence of the type of development strategy,not only results in the gap between rich and poor disparity between town and country,and in terms of the supply of basic public services,most of national fiscal expenditure were used to improve the urban basic public services,caused the significant gap between urban and rural basic public service supply level,this is the development of the current imbalance in our country is not fully highlighted.This paper puts the research perspective in the background of rural revitalization strategy proposed in the report of the 19 th national congress of China to study the equalization of rural basic public services,which has the flavor of The Times and is relatively lacking in research.The rural revitalization strategy is an important measure proposed in the 19 th report.The supply level of basic infrastructure,education,medical care and social security in the rural basic public service supply system is directly related to the realization of the "five-in-one" strategy of rural revitalization.This study through to our country rural basic public service supply is inadequate and unequal between urban and rural areas,low resource utilization,and rural basic public service supply to study the main body of a single problem,analysis of summed up the current unequal rural basic public service supply is mainly due to the long-term urban and rural dual system restriction,all levels of government powers and financial power is not clear,the grassroots government fiscal funds nervous,farmers demand channel impeded and absence of multivariate supply mechanism of rural basic public services.Answer the "what" and "why",combining with the construction of rural basic public services equalization experience abroad,made clear in the strategy of rejuvenating rural background,the rural equalization of public service supply to rural revitalization strategy put forward by the principle of"priority to the development of agriculture and rural areas" and "principles of urban and rural integration development" for the gripper,with strategy of rejuvenating the country planning(2018-2022)"phased plan as a guide to the break block equal basic public services of urban and rural dual system,Set up urban and rural integration is led the country to the city of rural basic public services equalization system and policy guarantee,increase investment of national finance in rural basic public services,promoting rural supply of equal basic public services marketization and social construction and perfect rural basic public services equalization related performance evaluation and supervision mechanism,establish and improve the universal coverage,pratt & whitney sharing ruralequalization of basic public service supply system,so as to enhance the farmers' sense,happiness,and provide strong support for the country the implementation of the strategy of rejuvenating.
