As our country's economy rapidly grow,people's income and living standard gradually improve,people's demand for high quality tourism resources and services are becoming urgent.After the implementation of the "Tourism Law",the order and the service quality of the tourism market have become better than before.In addition,the market size as well as relative businesses have been widened and developed.All of these excellent early-stage successes and effects are here for all to see.However,the tourism administrative law enforcement practice was not satisfactory.Problems were exposed in the process of law enforcement,from the law enforcement basis,the law enforcement power,the law enforcement performer,to the law enforcement supervision,etc.This led to a result that provisions of the Tourism Law were difficult to be effectively implemented.At present,though the tourism market of Wenzhou city is steadily growing,the tourism administrative law enforcement work has issues such as and incomplete organization,imperfect system,lack of professional background,law enforcement does not reach the designated intention,leading the management work of the tourism market hard to be done and the efficiency of law enforcement cannot be effectively revealed.Therefore,strengthening the law enforcement is an urgent problem needs to be solved.This thesis combines the "Tourism Law" and related legal system,in the context of rule of law,through the domestic and international research on relevant law enforcement performance problems,uses research contents like literature,theory of law enforcement,field investigation etc.,via methods such as questionnaire investigation,case study,summarized method to gradually make the main points clear from the rule of law,rule of man,tourism administrative management,tourism administrative law enforcement,administrative law enforcement efficiency,then expands to the study of the tourism administrative law enforcement efficiency of Lucheng District.Through the investigation to the development situation of tourism,and the institutions structure,personnel,management and related working procedures of tourism administrative law enforcement of Lucheng District,along with the typical cases of its tourism law enforcement,this thesis leads to comprehensive analysis on elements and observation on current status of the current law enforcement efficiency.With further discussion of problems of administrative law enforcement work of LuchengDistrict in the concept of law enforcement,law enforcement system,law enforcement team,law enforcement capability and law enforcement supervision,this thesis finally figures out the corresponding solutions of relevant areas and feasible means to improve efficiency,providing valuable references to explore an effective model to improve the tourism administrative law enforcement system.
