Aging is an inevitable trend in China's social development. The social support for the elderly can be divided into informal support and formal support. The formal support mainly refers to a series of elderly support provided by the government, while informal support refers to endowment support provided by family, neighbors, friends and other social groups. The care of the elderly needs an organic combination of informal support and formal support.Informal support is the most important part for the elderly while formal support primarily complements informal support. At the time of the development of long-term care services in Shanghai, this paper hopes to explore the following questions through empirical research: whether informal support will affect the willingness to choose formal care service items for the oldest old;if there is any impact, what is the impact in detail? Finally, according to the impact of the demand for formal care services, this article will put forward recommendations for the development of old-age care policies for the elderly,to make the formulation of elderly policies can be targeted,to optimize the supply efficiency of aged care services, and to improve the quality of life of the elderly. This article obtained first-hand research data through questionnaire surveys and case interviews for senior citizens in a number of long-term care insurance pilot areas in Shanghai.Starting from the social support theory, this paper takes "family informal support-community informal support factor" as the independent variable,long-term care service content as the dependent variable, and taking Maslow's hierarchy of needs theory and ERG theory as the theoretical basis. The regression analysis was conducted by dividing the dependent variables into basic life care services, auxiliary support services, medical care services, rehabilitation services, and psychological care services. The study found that different family members as economic support bearers, family support from children, family care time, supply of family emotional support, participation in community activities, community interaction behavior and other factors have a significant influence on the willingness to choose long-term care services for the oldest old.Based on the above analysis, this study proposes a number of politic recommendations: attaching importance to the support role of children, providing support for family caregivers;amplifying the positive role of community support, creating an age-friendly community atmosphere;improving elderly hardware support, building old age livable community;guide the elderly to correctly use long-term insurance resources, improvethe availability of long-term insurance service use;pay attention to the empty nester and pure old families, tilting elderly care resources appropriately.
