Government Purchase Of Long-Term Care Service Prevention Research

This paper discusses the current status and risks of Long-term Care Service purchased by the government in the pilot process of Long-term Care Insurance in China from the perspective of Risk Management Theory through qualitative investigation.In this paper,it focus on the five steps of Risk Management Theory and collects the current status of the government's purchase of Long-term Care Service.It also looks into the overall process of this service and analysis the potential risk from five aspects which is system,moral,rent-seeking,information system and quality inefficiency.Through these factors,the risk prevention mechanism of purchasing Long-term Care Service in S city was studied and the corresponding risk prevention measures were established.Specifically,the thesis is divided into six chapters.The first chapter is an introduction.This paper briefly expounds the background,purpose and significance of the topic,literature review and research methods,research ideas,innovations and shortcomings of the topic.In the context of the imbalance between supply and demand of long-term care services and the pilot project of long-term care insurance,this paper has practical significance for the risk study of purchasing long-term care services in other pilot areas.The second chapter is the definition of concept and theoretical basis.This paper mainly introduces the definition of related concepts and theoretical basis related to this study.Firstly,the paper defines several important concepts,namely,long-term care service,government purchase service and risk.Secondly,it explains in detail the theoretical perspective of this paper-risk management theory,and defines what the risk management theory of government purchase service is.Chapter three to chapter five briefly introduces the practice,risks and cause identification of purchasing Long-term Care Service in S city.The third chapter discusses the current status of government purchasing Long-term Care Service.This chapter introduces the purchase method of Long-term Care Service in S city and its responsibility of each subject.It describes the pricing method of Long-term Care Service package and the management mode of Long-term Care Service which is based on Internet technology.Besides,the achievements obtained is also introduced——the staff have been gradually familiar with the progress in work,the fixed-point care institutions have basically covered the administrative area,persons who are entitled to treatment become more and more and the information system have been docked initially.The fourth chapter is the risk identification of Government Purchasing Long-term Care Service.To collect relevant information through field investigations and interviews and summarized the risk performance in the process of government purchasing Longterm Care Service such as institutional mechanism risk,moral hazard,rent-seeking corruption risk,information system risk,inefficient service quality risk and so on.The fifth chapter traces the source of the risk from the risk identification of Government Purchasing Long-term Care Service to find out the subjective and objective reasons.It shows three reasons——imperfect institutional mechanism,principal-agent,irrationality in behaves.On the basis of the previous article,the sixth chapter establishes the risk prevention of government purchasing Long-term Care Service from two aspects which are system construction and subject management.On the system construction side,it should perfect the high-level legal system and set up the supporting system.On the subject management side,it should Construct the principal management system in three aspects which are the subject's behavior,the subject's responsibility and the public consciousness.Through these two systems,it can improve the risk management of Government Purchasing Longterm Care Service.
